    During the first conference on human capital development...
    Baghdad:
    Minister of Planning Mohammed Ali Tamim stressed that the government program focused on axes to advance sectors that affect the lives of citizens, while stressing the need to direct investments to improve human resources towards fundamental changes.
    Tamim said in a speech during the first conference on human capital development in Iraq, that "the human capital project is one of the projects that Iraq has adopted since 2018 to improve the available human resource represented by the population and all its categories by accelerating the pace of creating an aware generation that paves the way for building its country in the future," noting that "Iraq has suffered from security, economic and social challenges in recent years, as well as changes in the social fabric and population demographics."
    He added that "successive political, economic and health crises have limited the harnessing of efforts through improving services with human capital and keeping pace with global companies," noting that "responding to local needs for human development, the rentier economy factor, the spread of unemployment, the increase in the private sector in providing job opportunities, low levels of productivity in the industrial sector, the weak competitiveness of the Iraqi economy in the face of the global economy, high rates of poverty, illiteracy and ignorance, and modest public spending on education, health and social conditions, all require a serious pause to reconsider investment priorities and direct them towards fundamental changes in the education, social protection and skills sectors."
    Tamim explained that "human capital represents an important resource in the resources of countries, regardless of their income level. If investment in it increases, the country will flourish and societies will flourish," stressing that "directing investments and human capital to provide a good environment, health care, good education and improving skills is essential to building societies that enjoy prosperity."
    He explained that "the issue of government reform represented by the government program revolved around a number of axes to advance sectors that affect the lives of citizens and that would improve human capital, such as addressing the phenomenon of unemployment, supporting the poor and vulnerable groups, providing social protection, reforming the economic and financial sectors, combating corruption and waste of public money, improving the health situation, supporting the vocational education project, and creating a committed educational service system that provides high educational opportunities for citizens.
    " He concluded that "Iraq's vision for sustainable development in 2023 focused on building the human being among its five priorities, which confirms that the human resource is one of the most important available resources that represent the requirements for development."[/size]
