    Kurdish writer and political analyst Raad Rafah Muhammad commented today, Saturday (October 5, 2024), on the main reason for not localizing the salaries of Kurdistan Region employees and implementing the Federal Court’s decision.
    Raf’at Muhammad said in an interview with “Baghdad Today” that “it seems that the Iraqi government and the Coordination Framework have preferred the favor of the main parties in the region over the interests of the people in Kurdistan.”
    He added, "The framework parties are preparing for the upcoming parliamentary elections in 2025, and want to ensure a new alliance to form the next government with the main ruling Kurdish parties, distancing themselves from the problems of the region's employees' salaries, so as not to clash with those parties in the region."
    He pointed out that "the main reason for the Kurdistan Regional Government not localizing the salaries of the region's employees is the fear of the main parties in the region that employees in civil, military and security institutions will be released from the grip of these parties, and the people's lack of interest in these parties after their source of livelihood was liberated by localizing their salaries directly from the Iraqi state."
    There are major objections and problems regarding the issue of localizing salaries of Kurdistan Region employees and the possibility of the regional government intervening and benefiting from it, especially with the recent clarification issued by the Federal Supreme Court, which confirmed that its decision regarding localization includes all banks licensed by the Central Bank operating in the Kurdistan Region. 
    Resolution No. (313) of 2016 stipulates the implementation of the project to localize employees’ salaries and receive them through the electronic card issued by the bank, while Resolution No. 281 of 2017 stipulates that the employee may choose a bank from among the banks approved by the Central Bank of Iraq in the process of localizing salaries to open a bank account in preparation for receiving his salary through the account electronically using a bank card.
