[Baghdad: Al Furat News} Despite the advances made by modern technology, the advantages of facilitating the procedures and humanitarian transactions after the routine was boring and killer control of the movement of management of service institutions, but the Iraqi citizen is still living the cycle of waiting in long queues because he does not have a medium or not Can afford the price of "bribery" which would expedite the completion of the application.
For years, official authorities have announced their orientation towards e-government, which will take the simple citizen out of all this chaos and turn it into simplified procedures that will reduce the time and effort.
But the announcement by the judiciary to take action to launch the e-marriage project has sparked much debate and reaction among supporters who saw it as an important step to ease pressure on courts and opponents who gave several reasons for their rejection.
Judge Wael Abdul Latif says that marriage contracts - including e-marriage - must be in the form of a sound and absolute by the judge who is marrying the parties.
He added that this does not contradict with the e-marriage project, which is called for by the Supreme Judicial Council, because the administrative procedures are purely to save time and effort and reduce the pressure on the courts in addition to being part of the project of e-governance.
This project will shorten the citizen weeks and perhaps months of waiting in long queues, says Abdel Latif, so that he can complete his procedures at home. "We are with any project that facilitates the work of citizens, whether it is the issuance of official papers or electronic marriage or the completion of transactions, Sound. "
Although the e-Marriage project was part of an integrated e-government system introduced as a proposal in 2003, the general conditions of the country, the widespread corruption of most state institutions and the slow pace of the Ministry of Science and Technology's procedures have hampered it to this day.
The judge reassures citizens that e-papers will come before the judge and will check them before completing the contract. In other words, e-marriage can only take place in the presence of husband and wife and after confirming their official papers before deciding on the marriage.
Social researchers considered the presence of the "e-mail" with the marriage as a kind of arousing public opinion.
Social researcher Alaa Al-Saffar said the advent of e-marriage in an eastern country - governed by conservative traditions by virtue of its traditional social composition - would raise many questions that needed to be explained.
And explained the mechanism that determines the method of this marriage, considering what was raised from the pressure around him and the creation of this aura was due to lack of familiarity with the subject's merits and details, it was presented as a marriage through virtual channels far from the traditions in our society.
Al-Saffar considered that the reactions of the society somewhat exaggerated came because of the "alarming" statements by politicians and parliamentarians on various issues without studying the subject in full in all its aspects, especially as such topics on direct contact with the citizen and his private life and his family and social relations.
Citizens have expressed their total rejection of such decisions for several reasons, most notably the lack of opportunity for the judge to hear the consent and acceptance of the parties to the contract, and the difficulty of ascertaining the eligibility of those who get married, in addition to the difficulty of knowing the availability of legal requirements for contractors through the electronic field, Naturally.
"If it is true that this decision will be implemented and the marriages will take place electronically, it will not be accepted in this way," said Iyad al-Jubouri. "It is preferable to wait in long lines to be" scratching values, "as he put it.
He called for finding more important problems for the citizen, and working to solve them. The society is full of negatives and needs those who extract them.
Right step
but another citizen expressed his satisfaction after briefed on the project completely, considering it " a step in the right direction."
Electronic proceedings are thought to be just administrative procedures within the courts. In fact, they are just an electronic form filled out by qualified applicants seeking conjugal and marriage, to avoid routine procedures and stress.
Despite the reassuring messages sent by specialists here and there, the Iraqi street is still afraid of applying the idea, and it needs more time to make sure it is a marriage full-fledged and the contract is only in the presence of the judge and the parties with witnesses.
The warnings being launched are merely attempts to block the creation of the e-government project, as some Iraqis see it
