    Erbil (Reuters) - Washington may classify factions in the popular crowd as "terrorist groups" if the interests of Iran's Revolutionary Guards are placed ahead of Iraq's interests, the top US envoy to Iraq said.
    The popular crowd is composed of many factions, some of which receive support from the Iranian Revolutionary Guard, which was put by Washington three days ago on the list of terrorism, a move that has angered Tehran and its old allies in Iraq.
    "It is normal for the Iraqi government and the Iraqi people to have a close relationship with the Iranian government and the Iranian people," said the charge d'affaires at the US embassy in Baghdad.
    "But it is not natural for the IRGC to cross into another country and do whatever it wants without coordination with the government of that country where it tries to destabilize and weaken its sovereignty."
    Hood was speaking to reporters after attending a local event in Arbil on Wednesday.
    Washington is concerned that Iran, through Shiite factions, is trying to create an Iraqi version of the Iranian Revolutionary Guard with a parallel security apparatus and a large business empire.
    Houd said Iraqi groups should "work for the interests of their country and to place Iraq first and not the interests of another country, whether Iran or any other party."
    "If they put the interests of the Revolutionary Guards above Iraq's interests, they will face a similar classification," he warned.
     

    Asked whether Iran's revolutionary classification as a "terrorist organization" might push Tehran's allies to drive the Americans out of Iraq, Houd said: "We are here at the invitation of the Iraqi government.
    But Houd warned at the same time of the possible consequences. "If we leave, the coalition partners will leave, and investor confidence will fall," he said.
    "We do not want to see those things happen, and I do not think most Iraqi politicians want that to happen either."
    Iraqi parliament speaker Mohamed Halabousi and President Barham Salih recently said there was an Iraqi consensus to keep the Americans in Iraq.
    Washington has about 5,000 troops in Iraq to provide support and advice to Iraqi forces, despite the announcement of the defeat of an organization calling for the end of 2017.
