The Iraqi Council of Representatives voted during its Thursday morning session on the government curriculum of Prime Minister Mustafa Al-Kazemi, which included many important strategic axes.

The strategic axes included holding early elections after completing the electoral law, restricting weapons to government and military institutions, preparing an exceptional budget bill, protecting the sovereignty and security of Iraq, fighting corruption and activating deactivated files.
Below is the text of the ministerial curriculum that was voted on:
Ministerial Curriculum Details
First: Priorities:
1. Early elections after the completion of the electoral law by the legislature, support for the Electoral Commission, and full implementation of the Law on Parties, and the government is committed to securing financial, logistical, and security requirements for conducting elections within the specified timelines, with all fairness, transparency, and fairness in competition, in accordance with the constitutionally and legally mandated tasks of the government.
2. Harnessing the state's capabilities to fight the Corona pandemic, including supporting the crisis crisis cell in this regard, providing health supplies of medicines, equipment and devices, opening up to support and expertise in the international field, and laying the foundations of a modern health system with a future vision.
3. Imposing state prestige by restricting arms to governmental and military institutions,
And imposing everyone's commitment to the law and subject to its provisions.
4. Preparation of an exceptional draft budget law that, once approved by the parliament, will deal with the current economic crisis, and the repercussions of the collapse of oil prices. The state, through the budget law, takes into account all citizens and is concerned with all governorates, disadvantaged southern governorates, and governorates that have been destroyed by ISIS gangs, a region Kurdistan, attention to diversification

5. Open a responsible and frank national dialogue with the various groups of Iraqi society with the aim of listening to the demands of the peaceful protest movement, implementing its national priorities, embarking on a comprehensive campaign of investigation and accountability regarding the violent events that accompanied the protests, implementing justice against those involved in Iraqi blood, working to care for the families of the martyrs, and ensuring
Treating the wounded.
6. Protecting the sovereignty and security of Iraq, and working to produce a common national vision to negotiate the future presence of the international coalition forces in Iraq within the scope of preserving the country's security and the continued fight against the remnants of terrorism and its cells.
7. The anti-corruption file is among the government's priorities by relying on legal mechanisms and practical steps to ensure the preservation of public funds, accountability for spoilers, and the recovery of stolen public funds inside Iraq
And outside it.
8. Consolidating the values of citizenship with respect for the religious, sectarian, ethnic, and national diversity in Iraq and rejecting any form of discrimination between citizens on the basis of their religious, sectarian, or national affiliation.
9. Developing and modernizing educational, educational, and research institutions and caring for Iraqi culture and heritage.
10. Provide all necessary capabilities for the displaced to return to their homes and close the file of displacement.
Second: Military and security institutions and their development:
1. The duty of the Iraqi army to protect the borders of the country, preserve its sovereignty, and protect the democratic process.
And it does not interfere in civilian areas except under exceptional orders from the Commander-in-Chief of the Armed Forces, and for the highest security necessities, according to the need and conditions of each governorate, and the army is supported in all its classes, with the necessary weapons, training and rehabilitation.
2. The Ministry of the Interior, through its various security structures, assumes the task of protecting internal security, civil peace and the rule of law, and protecting constitutionally mandated human rights and freedoms. Its employees, cadres, work mechanisms, armament, rehabilitation, and training for carrying out its tasks are organized according to professional standards, discipline, and respect for human rights.
3. The security services (the National Intelligence Service), (the National Security Agency), (the Anti-Terrorism Agency) and (the Popular Mobilization Authority) continue to perform their duties in accordance with the jurisdiction and the laws in force, and they are linked to the Commander in Chief of the Armed Forces.
4. Strengthening and developing the performance of all security services, including linking the various institutions and achieving the required security integration in their performance, and affirming the principle that all military and security forces are at the service of the people, aspirations, unity, security, and protection of their capabilities, and that no party or force has the right to be outside the context of the state .
5. Securing armament and ammunition for the security forces to counter the increased threat of ISIS terrorist gangs in the liberated governorates and control the borders.
6. Activate the professional military doctrine, respect the chain of references, and consider the balance in representing the components of society.
Third: Addressing economic and financial challenges:
1. Working in the short term to deal with the repercussions of the economic crisis resulting from the decline in oil prices, through rationalizing government spending and stopping unnecessary exchange doors, developing the system of taxation and tariffs, and opening serious negotiations to restore Iraq’s recently shrinking share. The government will cooperate with international financial institutions (such as the International Monetary Fund and the World Bank) to develop programs to reduce the effects of the economic crisis, especially with regard to reducing the budget deficit and the efficient management of financial resources.
2. The formation of (the Supreme Council for Reconstruction and Investment) in accordance with legal legislation, provided that the council sets a comprehensive plan for reconstruction and investment in the areas of infrastructure for services, health, education, and tourism, to be implemented in all governorates, according to a strategic vision in a continuous range.
3. The government is launching a project in the name of “Made in Iraq” to encourage local industry and agricultural and animal production through mechanisms, laws and loans facilitated for medium and small projects, and a comprehensive and studied application of customs tariffs, in line with the needs of the Iraqi market, the requirements of the public interest and priorities of local production, and achieving food security.
4. Developing the Iraqi banking performance by enhancing confidence in public and private banks, including the deployment of banking technology, linking economic activities to sources and approving a job number. The Central Bank of Iraq will set a plan with a one-year time ceiling for the application of mechanization in banks.
5. Encouraging investment in the fields of tourism, technology, communications and transportation.
6. Initiate comprehensive administrative reform in state institutions according to rigorous studies, including facilitating the movement of the economy, revitalizing investment operations, eliminating redundant administrative links and preventing corruption outlets in state contracts, projects and transactions.
7. Completion of the e-government and transparency project, including all state institutions, according to the specified time limits.
8. Establishing a wide empowerment and employment program for youth in the private sector, and social security insurance with special attention to empowering women and enhancing their role and presence in society.
9. Expanding the scope of those covered by social welfare for the low-income and affected by the Corona pandemic in light of the current economic crisis, and caring for the wounded in military operations and the families of the martyrs.
10. Approval of automation in state institutions in general and in particular in the Border Ports Authority and the customs system.
11. Complete and send a draft law (the Iraqi National Oil Company) and form a negotiating delegation to negotiate with oil companies on amending contracts for licensing rounds in light of the current changes in the global market.
Fourth: The pillars of foreign relations
External relations are based on three pillars: sovereignty, balance, cooperation, and our vision for it is:
1. Sovereignty: Iraq rejects any violation of its national sovereignty from any country, and adopts the principle of reciprocity in its diplomatic and external relations, and Iraqi law governs the pattern of its bilateral relations regionally and internationally, and establishes the principle of not using its territory to attack any of its neighbors, and not to allow the conversion of territory To settle regional or international accounts and prevent any aggression or incursion into its territory.
In this context, the Iraqi state will deal with other countries only within the scope of sovereignty and diplomatic norms, and it will deal with formal institutions in its external relations, and within the scope of the rules of international diplomacy, and not with persons or unofficial entities.
2. Balance: national sovereignty cannot be guaranteed without adopting the principle of balance in external relations, Iraq’s balance stems from its failure to adopt a policy of axes and not to engage in conflicts, and a positive openness to friendly sister states within the scope of its Arab depth, its Islamic neighborhood, and its international obligations.
3. Cooperation: Iraq seeks to build an integrated system of common interests in its external relations, at various levels based on the principle of national sovereignty, and the Iraqi state seeks to contribute effectively to resolving regional and international crises, and to ensure its national interests through dialogue and bilateral and international cooperation in shared waters and fields Oil and gas, fair trade, security and intelligence cooperation to ensure regional and international security, combating terrorism, prosecuting money laundering, curbing cross-border corruption, illicit trade, smuggling, and For organized crime.
In view of the imminent date of the start of negotiations with the United States in regards to regulating the relationship between the two countries and the presence of the international coalition forces in Iraq, the government will prepare with precision and sobriety in a manner that provides the highest interests of Iraq with regard to the file of the negotiations and taking into account the aspirations of the people.
Fifth: Combating corruption and reform
Administrative:
The anti-corruption process begins with the development of an effective strategy as follows:
1. Promote complementarity between institutions and bodies concerned with anti-corruption and administrative oversight, and adopt clear, effective and announced practical steps to activate the laws in force to combat corruption and administrative and financial oversight. This includes chasing smuggled Iraqi money out of Iraq, providing the necessary laws to follow up on the corrupted corruption files, harnessing the security capabilities of the state to apply the law to corrupt people, regardless of their influence, and the immediate start of auditing the financial records of partisan companies, personalities and owners of capital suspected of illegally obtaining funds and illegally recovering them, To the state treasury.
2. Administrative reform and filling all possible loopholes for corrupt people through modernizing the systems of state contracts and mechanisms, investment standards and evaluation of operating companies, applying a rigorous methodology in standardization and quality control, activating transparency and e-government laws, enabling investigative journalism and freedom to circulate information that the media needs to be tributary to media The state in monitoring corruption files, and activating the work (Federal Service Council).
Sixth: Justice is a criterion for a successful state
1. Respecting the authority of the judiciary and providing it with protection to play its national role in confronting outlaws at all levels.
2. Activating the application of laws and instructions in support of the independence of the judiciary, and state regulations regarding the judicial system, taking into account the principle of separation of powers.
3. Cooperation between the legislative, executive and judicial authorities to support the independence of the judiciary.
Seventh: Peaceful protest is a way to guide the state
Working to form a voluntary youth advisory council, linked to the Prime Minister’s office,
Representing all Iraqi governorates, and coordination is taking place with this council on special government steps in the area of reform. This council will have a role in formulating permanent mechanisms to protect the right to demonstrate,
Ensuring its peace and consideration as a healthy and democratic practice reflects the awareness of the youth of Iraq and their commitment to the requirements of reform and the sovereignty, security and safety of its people.
Eighth: The Federal Government, the Kurdistan Regional Government and the provinces
1. The federal government will work in cooperation with the Kurdistan government to address outstanding problems and respect the agreements between the two parties in accordance with the constitution, in order to achieve the supreme interests of the country and unify efforts in all fields.
2. The government is working with the House of Representatives to develop the necessary legislation to regulate the relationship between the federal government and governorates that are not organized in a region according to the principle of constitutional decentralization adopted constitutionally, and to ensure the legal distribution of powers and prevent their overlap.
