    A member of Parliament’s Finance Committee, Jamal Cougar, on Wednesday (December 16, 2020), identified a major reason for the absence of the 2021 budget bill from yesterday’s cabinet session, while noting that there is a new dispute between Baghdad and Erbil.

    In a press statement, Cougar said, “The reasons for not discussing the draft federal budget law for 2021 in the cabinet session are the existing differences between the federal government and the Kurdish delegation,” stressing that “they have not reached an agreement to regulate the export and sale of oil.”

    He added, “The Kurdistan region responded to the government’s request through its negotiating delegation in Baghdad that its oil is not his alone, but that he has oil companies, and therefore how can he pay the dues of these companies if all the oil is delivered to SOMO?”

    Cougar pointed out that “Erbil suggested that Baghdad pay the oil (sums of sale of oil) instead of handing it over to the National Sumo Company for disposal,” noting that “these differences delayed discussion of the budget.”

    He explained that “the negotiations between the two parties regarding the budget law have stalled and became complicated, after Baghdad required Erbil to deliver (460) thousand barrels of oil per day, in exchange for its payment of the region’s share in the draft federal budget law for 2021.”

    The Cabinet did not include the draft federal budget law for 2021 on the agenda of its session yesterday, Tuesday, according to press statements by Minister of Planning Khaled Battal, stressing that the General Secretariat of the Council of Ministers received the budget, but the completion of discussion will take place within the next four days.

    The negotiations that the Kurdish delegation is conducting with government officials in the capital, Baghdad, focus on the Deficit Financing Law that Parliament enacted last month, and on the Federal Budget Bill for 2021.
