Council of Representatives passes law to finance early elections in Iraq

SULAIMANI — Iraq’s Council of Representatives on Thursday (December 17) passed a bill to allocate and finance the expenses of the upcoming parliament election with 197 votes.
The parliament’s media office said in a statement that the bill was submitted by the Financial and Legal Committees to finance election scheduled for next June.
The law allocates 133.3 billion Iraqi dinars to the Independent High Electoral Commission from 2019 budget, and authorizes federal Minister of Finance to borrow for the amount remaining which is nearly 195 billion dinars.
Earlier, the commission had requested a sum of 329 billion dinars for early elections.
Meanwhile, a number of lawmakers representing Kurdish factions in the parliament submitted a proposal, signed by sixty lawmakers, to the parliament’s presidency to postpone the early election, saying that the current situation in not appropriate to conduct elections due to political and security situation.
The Change Movement (Gorran) lawmaker Hoshiar Abdulla told NRT Digital Media that efforts have been made in the parliament to amend the election law and proposals have been given to the presidency, adding that there is no appropriate ground for election at the moment and that it is very likely to be at the end of 2021.
Holding an early election Iraq was one of the essential demands by the protesters that rocked the country last October, who accuse the current ruling elite of endemic corruption, colossal unemployment and decline in human rights in the country.
In response to the demonstrations, then-Prime Minister Adil Abdul Mahdi resigned in November 2019 and intelligence expert and journalist Mustafa al-Kadhimi took the premiership in May and announced early parliamentary elections for June 6, 2020.
