    Al-Kaabi said, in an exclusive interview with the “National News Center”: “Inside the House of Representatives, it is now seen that inserting a similar paragraph to the text of Article 11 of the 2019 budget will not help in resolving the Kurdish issue in the field of oil with the Baghdad government, and therefore they set some conditions and obligations on the government in order to The real intention is to pay about 460 thousand barrels of oil to the Baghdad government.
    And he added, "I touched in more than one meeting about the existence of a filler in the budget," pointing out that "this filler has returned to the political blocs, as I previously worked with, especially since the elections are just around the corner, and there is flirtation with the people of their regions and their people at the expense of the national interest, and the interest of the state." Iraq, and the interest of the Iraqi people ”.
    He added, "The individual, not the bloc, submits a request to list projects of $ 20 million or 90, or more, that serve his electoral districts, at the expense of strategic projects serving the country from Kurdistan to Basra."
    He explained, "For this reason, the sums it requests are not presented to the strategic project," indicating, "Therefore, you see the staggering number of the budget, which amounts to more than 129.5 trillion, these large sums and this huge inflation in spending, is not matched by spending an amount on a strategic project that represents the people." Iraqi ”.
    He continued: “Rather, there was a real desire on the part of some individuals who were rebelling against their parliamentary blocs, and some others by taking the green light from their blocs, to include what he deems appropriate to frame his electoral district, or his electoral environment, with a project that serves him in the immediate phase. The House of Representatives, that this budget must be a budget for the Iraqi state and not a budget for parties, blocs or regions.
    He continued: “In the last week, when the budget entered the voting space, parliamentary political blocs and their members rushed with a green light by the heads of these blocs or their political leaders to include special articles for special projects, some of which serve special interests, others are electoral interests, and others are sectarian interests. And another section has geographic interests in certain areas at the expense of the size of the spending that represents and must represent the state.
    He stressed, "I am responsible for my words, and I will declare that in articles and paragraphs on the day of the budget vote."
    Regarding Article 11 of the budget, Al-Kaabi said: “There was an agreement between the Kurdish blocs and the Shiite blocs, with this agreement, and the Sunni blocs were not far from it, but rather it was part, but Article 11 that was put in place for the purpose of confirming the handover of the Kurdistan region because of what it owes from oil Or the oil produced in the Kurdistan region must be in the legal form ”, concluding by saying:“ Because oil and natural resources belong to all the sons of the Iraqi people and it is not permissible to disregard them by one party or another party, so we produce in Basra, Kirkuk, Maysan, Dhi Qar and Kurdistan. ” .
