BAGHDAD - Mawazine News
Minister of Culture, Tourism and Antiquities Hassan Nazim said that tourism activity will return next June.
Nazem said, during a virtual lecture through the ZOOM application and a number of electronic platforms, hosted by the King Faisal Center for Research and Islamic Studies, and managed by Saud Al-Sarhan, that he is trying to "heal what caused the migration of Iraqi intellectuals, according to a program announced by the Ministry of Culture, in addition to being a writer, critic and academic, and is responsible for Neglected tourism and antiquities. "
The minister began the lecture by talking about the ministry's efforts to recover the stolen and looted antiquities, saying: Our country has gone through unnatural conditions that led to the theft and looting of antiquities spanning a wide geographical area, and it was subjected to random exhumation in some remote and remote areas.
He added: The Ministry of Culture, Tourism and Antiquities has a methodology in accordance with international law and legislation, and United Nations resolutions that prohibit dealing with Iraqi antiquities and trading in them, and this issue does not confront us alone, rather there are countries like Egypt facing this issue and we work together, and we have realistic projects to recover our antiquities. From some western countries within legal and fundamentalist agreements, some of them were returned, and others are in the process of being restored.
And on the reasons for the emigration of Iraqi intellectuals, and ways to restore them, the minister said: Iraqis and some citizens of Arab countries have a story behind which the political and economic conditions hide behind.
As for the migration of Iraqis, it is not recent, as the bleeding of Iraqi minds began in the 1960s. As a result of the turmoil that stagnates a little, then returns, and that instability is what drives intellectuals and others to emigrate.
He continued: Since the year 2003, the government has initiated a project entitled (The Return of Competencies) to restore immigrant minds to the United States, Canada, Europe, and others, and there are those who responded to that, but the state of turmoil and instability did not encourage many of them to return, and on our side we held meetings with relatives. The competence to seek the help of the expertise of intellectuals, thinkers, artists and sculptors abroad; To help us in our projects, and I believe that the conditions for the return of Iraqis to their country are improving little by little, and that the Ministry of Culture does not differentiate between Iraqis inside and outside, the duality that some of them speak, and we deal with all the thinkers, and innovators are great in their creativity, and it is not possible to bid on them. Once they live outside.
Regarding the Ministry of Culture's project to bring the Iraqi book back to the fore, Nazim said: What happened after the year 2003, I can say that there is an organized work and a rupture between Iraq and its Arab incubator as a result of political conditions that may change but continue due to neglect, but we started in 2014 at the University of Kufa by printing books, We issued the Kufa magazine, and established a chair for dialogue at UNESCO, and many Arab thinkers and writers, especially from Saudi Arabia, Qatar, and Morocco responded to us. We also sensed the positive atmosphere and the desire to communicate in the meetings of the Iraqi-Saudi Coordination Council, and we seek to have links with Arab countries through memoranda of understanding.
He added: This matter is not related to the book only, but to the whole cultural activity between Iraq and the Arab countries, according to the philosophy of the Ministry of Culture now, and I do not say openness to countries. Because the idea of seclusion is rejected, we are one diverse culture within the umbrella of the Arabic language called the Arab culture, which has its own peculiarities in Iraq, Saudi Arabia, Egypt, and Morocco.
Regarding the restoration of the pens, al-mawred, folklore, foreign culture, and Sumer magazines for its Arab educational role, he said: We have a plan to restore the shine to it due to its special (charisma) and its influence on Arab culture with its new leaders.
And on the cultural role that raises relations between Iraq and the Kingdom of Saudi Arabia, the Minister of Culture said: We want a Saudi presence in Baghdad, and an Iraqi presence in Riyadh, and we have a memorandum of understanding that we are working to activate, and we have presented ideas for cultural weeks in the two countries. Baghdad International Book Fair, and we will be in Saudi Arabia early next April to attend a conference related to tourism.
And about his vision of dealing with tourism activities in the circumstances of the pandemic, he said: According to the data, and with the availability of vaccines, life will return to normal next June, and there will be thinking about the future of tourism and cultural activity, according to the recommendations of health authorities.
The minister responded to a proposal to display archaeological treasures in the Kingdom of Saudi Arabia by saying:
We have reservations about the exit of important archaeological pieces outside Iraq, according to the challenges we have faced in this area, because they are subject to the Antiquities Law.
The minister was asked about cultural exchange between Iraq and China and he replied: We have institutional links with China through universities, and I found in Shanghai an amazing section of the Arabic language with evacuated professors translating from Chinese into Arabic, and there is an exchange of books through the embassies of the two countries.
Regarding the ministry's strategy in spreading Arab culture globally, the minister stated that the Arab intellectual project faced the issue of drawing our image in the Western imagination, and this role was undertaken by Edward Said in his book (Orientalism), but it remained limited attempts, and we are trying to establish a tradition that we do not translate from other languages into the language. We have started with this in Dar Al Mamoun for translation and publishing with the 100 Books Project, and there are projects for which funds have been allocated, and huge prizes for the transfer of basic books, such as the King Faisal Prize in Saudi Arabia, the Sheikh Zayed Prize in the UAE, and the Sheikh Hamad Award ) In Qatar, and there are other awards that are less well known and influential, but they indicate the revitalization of the translation movement in the Arab world after they were individual initiatives, or hostage to the plans of publishers, and the translation institutionalization has caused a qualitative leap in the world of translation, and it is sufficient to mention that the (Kalima) project in Abu Deib translated seven hundred books until the year 2010
He emphasized that the translation became acquainted with the other, established a link, and interacted with him to see what he had.
Regarding hosting Arab students in Iraqi universities, the minister said: This is available according to the law, but that is linked to the state of stability, and according to international academic standards, the classification of any university depends on the extent to which it hosts foreign students and professors.
The minister talked about enlightenment in Iraq and said: The story of enlightenment in Iraq is rising and retiring, and we have a plan on the occasion of the centenary of the founding of the Iraqi state on 8/23 to accomplish a number of projects under the umbrella of the centenary, not just celebrating, and I can say: The seed of enlightenment is still In Iraq there is a list that has not died, whatever the circumstances that haunt Iraq.
He added: I reviewed and edited with Dr. Ali Hakim a book by Dr. Faleh Abdel-Jabbar, entitled (No State), which will be published soon, reviewing what happened after the year 2003.
He says at the end of his book: The Iraqis will discover later that everything that happened to them in this era was worth the effort, meaning that this non-state will end with the establishment of the state, and the Iraqis will end up with an enlightening thought that builds a new life for them, and this is not purely constructive talk but rather follow-ups and ideas behind it.
