the National Approach bloc, on Sunday, presented four conditions in exchange for attending the voting session on the draft Federal Budget Law for the fiscal year 2021, to be held at exactly seven in the evening.
The representative of the bloc, Hussein Al-Aqabi, said in a statement that Mawazine News received a copy of: “The Iraqi parliament intends to vote on the draft general budget law for 2021 soon, and we think it is important and necessary to remind our principled position in boycotting the voting session due to the major violations included in the law. We renew our call for amending some paragraphs and addressing these violations, and it is our great hope for the representatives of the people to respond to these observations and to achieve the principle of social justice and to lift the injustice from citizens, especially those with limited income.
Al-Uqabi added: “Among those points that we believe should be amended in the draft budget:
1- Reducing the exchange rate of the dollar and returning it to its previous price after its catastrophic effects on the national economy and its negative repercussions on the living situation of the citizens became evident and the occurrence of a significant increase in the prices of consumer goods even locally produced, especially with the government's recognition of the harm of this decision and the formation of a committee to limit its effects, with Noting that all the justifications presented by the government previously to justify this wrong measure must be taken by Parliament regarding an honorable national and historical position to affirm its constitutional authority and representation of the people, even if this requires amending the Central Bank Law.
2- Failure to approve the new foreign loans included in the draft budget, which amount to more than (8.5) billion dollars, and we warn here of the foreign borrowing policy and its burdensome sovereign and economic effects, especially since many of the projects proposed to allocate these loans to them do not represent a priority in the government investment approach. We also confirm the refusal to authorize the Minister of Finance to issue sovereign guarantees.
3- Abolishing the articles that allow the privatization of all productive and service sectors of the state and allow the participation of investors and contractors in the ownership of oil and gas fields, power stations, Iraqi Airways aircraft and government banks, as well as the materials that allow the sale of state-owned agricultural lands to those with the right to dispose of a value much less than its actual value, in addition To the materials that allow the sale of the state's financial assets, including industrial, infrastructure and others.
4- Abolishing the materials that give the Kurdistan region unjustified privileges at the expense of the rest of the governorates, and we suggest including Article (11) the following text (the region commits to handing over (460) thousand barrels in full and all that is added to the SOMO company and handing all its non-oil revenues to the treasury The public ... and in the event that he refuses to do so, no dues will be paid to the region, and the violator bears legal responsibility for that. ”
He continued:“ We claim that the representatives of the people and their deputies are up to the confidence and responsibility that the people have granted them and that they prevent harm to the national economy and limit the effects of decisions. The government is floundering, and we count on their rejection of political pressure, bargaining and electoral auctions at the expense of the nation and the people's interest. "
He concluded by saying: “We do not fail to express our thanks and gratitude for the popular efforts and the patriotic voices that rose to correct the provisions of the budget and reject the injustice that occurred on the citizens in it, and we hope that Parliament responds to the voice of the people as it is the source of the authorities and no other voice can prevail over it.” Ended 6/29
