The Ministry of Water Resources announced today, Saturday, the start of using water storage in dams, confirming that deterrent legal measures have been taken against violators of water quotas within the agricultural plan.
A spokesman for the Ministry of Water Resources, Ali Radi, said, in a press statement, that “the ministry will commit to water releases to cover the need according to the agricultural plan, in addition to water releases to secure other needs, including liquefaction stations (drinking water), as well as the marshes and Basra salt tongue, as well as health uses. and hydroelectricity.”
He added that "the Ministry of Water Resources, under the central direction of Prime Minister Mustafa Al-Kazemi, to all operational leaders, local administrations, the Supreme Judicial Council and all responsible parties, to support the ministry's effort to prevent abuses and raise water pumps bypassing rivers, as well as unofficial and unlicensed fish lakes outlets."
He pointed out that “preventing the water quota is to ensure that water reaches all beneficiaries and all governorates, especially the governorates of Basra, Maysan and Dhi Qar, which are most affected due to the excess of the water quota, in addition to preventing environmental abuses on the quality of water from throwing waste and products to sewage stations, etc. .. that lead to water pollution.
He stressed "the need to adhere to the water release plan to cover the needs of the agricultural plan and to ensure that it reaches all beneficiaries at the governorate level, as well as to ensure that water reaches the most affected governorates, due to the abuses that obtain the water quota."
He stressed that "the ministry seeks a great goal, which is to reach the water quota in quantity and quality to all beneficiaries," noting that "our cadres continue to raise abuses on water quotas with the support of the Joint Operations Command, the government effort and the Supreme Judicial Council."
He pointed out that "there are field teams affiliated with the ministry working 24 hours a day in the governorates, and in coordination with the Ministry of Electricity, by cutting off electricity to some electrical stations that exceed the period of water distributions, as well as the existence of strict procedures and central guidance to local governments and governors not to interfere with the work of The Ministry of Water Resources, in terms of water distributions and not to exceed the agricultural areas established according to the studied plan.
He explained that "the ministry has instituted lawsuits against the violators, and there is support from the Supreme Judicial Council in this area, by quickly taking legal measures," noting that "the ministry has filed hundreds of lawsuits for all kinds of abuse."
He added, "The ministry does not rely only on filing lawsuits only, but that there are practical field procedures, including a direct removal process to lift abuses, especially on water quotas with the support of the operations of the leaders and the security effort in general and in coordination with all relevant authorities, as well as the Legal and judicial procedures.
With regard to the agricultural plan, the spokesperson for the Ministry of Water Resources explained that “the agricultural plan for the summer and winter seasons is subject to several determinants, in addition to the fact that there are reports received by the Ministry from the departments of agriculture and water resources in the governorates, as well as holding joint meetings at a high level between the two ministries of water resources. And agriculture to work according to certain data from the nature of the water year, and the amount of available water reserves, as all these expectations and information are placed before the committee and the joint committees come out with a decision according to the agricultural plan.”
He stated that "the winter plan for this year was approved by 50% of the plan for last year, which included five million dunams, but during this year's plan included two million and five hundred thousand dunams, distributed at the governorate level according to each governorate."
And he indicated that “there is weight in implementing the water plan, which is usually on the governorates located on the Tigris column during the winter plan to cover the most crop in them, which is the wheat crop, which amounted to 200,000 dunams, while the summer plan’s weight is on the Euphrates column, which is the crop of sorghum and yellow corn, in addition to to a group of other crops, so the cases differ according to the weight of the agricultural plan.”
He concluded by saying: “The ministry will not be able to make any change in the agricultural plan, given that the data indicate that this year is scarce, and all the water revenues that come into our dams and reservoirs are not sufficient to cover our needs, so we are forced to take from the available storage in our dams and reservoirs. In order to meet the needs according to this plan.”
