Al-Sadr informed Qaani that Al-Maliki's chances had ended, and advised the latter to go to the opposition

Baghdad / Tamim Al-Hassan
For the third time, Tehran has failed to raise the veto of the leader of the Sadrist movement, Muqtada al-Sadr, against one of the leaders of the Shiite forces. Al-Sadr, shortly after news of his meeting with the commander of the Iranian Quds Force, Ismail Qaani, reiterated his intention to form a "majority government."
According to the information, the leader of the Sadrist movement refused to give the Coordinating Framework Group a role in "decision-making" in the next stage.
But al-Sadr, in return, gave Tehran guarantees of the safety of its security, as it had warned the latter of attempts to attack it from inside Iraq.
These events come on a night when a deputy submitted a new lawsuit to the Federal Court, regarding Parliament's decision to reopen the nomination for the second time for the position of President of the Republic.
And the political process reached a stalemate, after the presidential nomination crisis, and the judiciary issued a decision to stop the procedures for the nomination of Hoshyar Zebari, the most prominent candidate for the position.
Behind the scenes of Qaani and Al-Sadr meeting
According to information reached (al-Mada) through informed sources, Ismail Qaani "came to meet the leader of the Sadrist movement to persuade him to reverse the decision to exclude former Prime Minister Nuri al-Maliki."
And on Tuesday evening, the Sadrist movement announced, for the first time since the last legislative elections, which took place 4 months ago, that the leader of the movement met with the commander of the Revolutionary Guards.
According to informed sources, al-Sadr "informed Qaani that al-Maliki took his share of the government, as he was prime minister for eight years and vice president of the republic for another four years."
Al-Maliki was expected to obtain a sovereign position, such as the Vice President of the Republic, after his hopes of obtaining ministries in addition to the position declined.
And Al-Sadr advised, according to what the information says, Al-Maliki, through the Iranian general, to "go to the opposition."
And the coordinating framework, to which the former prime minister belongs, threatens to sit on the bench of the opposition if it fails to reach an understanding with al-Sadr.
canceled positions
The sources confirm that the leader of the Sadrist movement "refuses to give honorary positions such as the Vice President of the Republic, because it is part of his reform project, as the salary of the holder of this position can be transferred to dozens of unemployed youth."
In 2016, Haider al-Abadi abolished the position of Vice President of the Republic, as part of what was known at the time as the reform package, before the judiciary canceled that decision.
Following the first session of parliament, which took place last month, al-Sadr formed a tripartite alliance in which he controlled about 60 percent of the seats with the Alliance of Sovereignty (Progress and Resolve) and the Kurdistan Democratic Party.
Regarding the atmosphere of Al-Sadr's session and Qaani, the sources revealed that the latter "requested a role for the coordinating framework in decision-making, which was rejected by Al-Sadr."
The sources added that the leader of the movement "again welcomed the acceptance of the rest of the parties to the coordination framework, with the exception of al-Maliki."
The "Coordination" consists of the Al-Fateh Alliance led by Hadi Al-Amiri, in addition to the state forces (Al-Abadi and Al-Hakim), Faleh Al-Fayyad (the National Contract), and other small parties.
Tehran security
On the other hand, the sources familiar with the course of the meeting confirmed that Al-Sadr "gave guarantees to Qaani that Iraq will not be an arena for threatening Tehran or using its land to strike the Islamic Republic."
Earlier, Iranian parties had warned that removing the "coordinator" from the political process in Iraq might threaten Tehran's national security.
According to the sources, "Tehran may eventually abandon al-Maliki, because it is concerned with its economic interests with Iraq and the preservation of its security."
Until recently, Tehran was convinced of excluding al-Maliki, and the rest of the coordination framework went with "Al-Sadr", where the framework (without al-Maliki) consisted of 50 seats.
However, according to leaks, parties within the "coordination committee" believed to be close to al-Maliki had promoted the story of "threatening Iran's security" if the Shiite forces split.
In addition to some of those parties hinting at the possibility of persuading the leader of the Sadrist movement to involve all Shiite forces, including al-Maliki, in the government, something that has not happened so far.
Al-Sadr tweeted after the end of his meeting with Qaani on Tuesday evening, stressing once again the formation of a national majority government.
The tweet was a picture of a paper handwritten in red bearing the slogan that Al-Sadr was recently known for, which is "Neither Eastern nor Western", in reference to preventing regional and international interference in Iraq's affairs.
The leader of the Sadrist movement also appeared, shortly after the tweet, wearing the Iraqi keffiyeh, in another indication that the political decision is purely Iraqi, according to observers.
The crisis continues
And (Al-Mada) revealed the day before yesterday, the presence of the commander of the Iranian Quds Force in Iraq, in a new attempt to bring together the Shiite forces.
It was also expected that the coordination framework would issue a new initiative to resolve the tense political situation after Parliament failed to choose a President of the Republic.
However, according to the information, the "Coordination Committee" has canceled or postponed the launch of the initiative, after "Qaani's failure" to convince the leader of the Sadrist movement.
The initiative, according to the sources, was mainly adopted by Qaani, who arrived in Baghdad recently, to convince al-Sadr of its provisions, which some decisions expected would carry guarantees that al-Maliki would not be pursued in the future.
Qaani failed in two previous attempts to dissuade the leader of the Sadrist movement from agreeing to include some Shiite forces in the government.
The leader of the Democratic Party, Massoud Barzani, last time closed the path of intervention to Tehran, after he launched an "internal" initiative to resolve the crisis, an initiative that is still on the table until now.
Meanwhile, the Badr Organization, one of the parties to the "Coordination Committee", indicated that the political closure has continued since the crisis of the presidential elections.
The parliament tried, the day before yesterday, to solve the crisis by reopening the nomination door again for the presidency, but it was a measure that clashed with some legal texts.
And MP Basem Khashan, who failed last time to cancel the first parliament session, submitted an appeal to the Federal Court regarding the legality of the last parliament's decision.
According to a document issued by Parliament Speaker Muhammad al-Halbousi last Tuesday, “Based on the provisions of the Nomination Law for the Post of President of the Republic No. (8) of 2012, the Presidency of the House of Representatives decided the following:
The door for candidacy for the position of President of the Republic is open, starting from Wednesday, 9/2/2022, and for a period of three days.
Member of the Badr Organization, MP Abbas Al-Zamili, told Al-Mada that "there is no solution on the horizon so far in the political impasse."
The manifestations of the crisis began hours after the polls closed in the elections that took place last October, and the Sadrist movement led the most seats.
Al-Zamili added that «the continuation of the crisis will lead to the disruption of Parliament and the suspension of sessions».
And the deputy called the Sadrist movement to «change his convictions and involve the rest of the Shiite forces because it is not possible to form a government without those parties».
