A knot in the budget threatens the cohesion of the tripartite alliance (Facebook)

After the crisis in forming the government extended and stumbled a lot between the political blocs and the decisions of the Federal Court, questions arose about the fate of the 2022 budget, especially with the entry of the third month of the year without witnessing any breakthrough at the level of dialogues between political forces.

The former head of the Finance Committee says that disrupting the budget will affect employee benefits in terms of bonuses, promotions, contracts and lecturers.
After forming the government, the budget needs two months in Parliament, and then it takes time between the approval of the Presidency of the Republic and the instructions of the Ministry of Finance, which will delay it by nine months and deprive the governorates of their entitlements, according to the former head of the Finance Committee, Haitham al-Jubouri.

On February 7,  [You must be registered and logged in to see this link.]  Speaker of Parliament, Muhammad al-Halbousi, directed the General Secretariat of the Council of Ministers to send the federal budget for the year 2022, which sparked a legal debate about the inability of the caretaker government to send the budget.
However, the budget cannot be voted on and passed by the current government because it does not have the authority to submit draft laws, and the matter is tied to the formation of the new government, which 90% of its challenges will be financial and economic, according to al-Jubouri.
A draft of the 2022 budget is ready, but it needs amendments according to the new government's financial policy, according to al-Jubouri, which stresses that "there is no financial abundance in Iraq even if the price of a barrel of oil remains more than $90."
The 2022 budget node with the region
On February 16, the Federal Court of Iraq considered the oil and gas law regulating oil in the Kurdistan region "unconstitutional."
The court's decision said that the Kurdish government in Erbil must hand over all the oil from the Kurdistan region and adjacent areas to the federal government represented by the Oil Ministry in Baghdad.

The former head of the Finance Committee says that 2022 may be without a budget due to the continuing crisis of government formation
Haitham al-Jubouri believes that "the next budget if the region does not hand over its entire oil to Baghdad, the benefits cannot be provided to it, and this is not discussed due to the recent Federal Court decision," which he describes as "an additional major complex for the budget."

A member of the Kurdistan Democratic Party, Majid Shankali, believes that the solution to this matter is through “the tripartite alliance beginning to reach an understanding on the approval of oil and gas,” pointing out that “there is an agreement between the Kurdistan Democratic Party and the Sadrist movement on the oil and gas law,” stressing that if “this matter is not resolved, the budget will not pass.” ".
However, Haitham al-Jubouri says that "if the oil and gas law comes before the 2022 budget law, it will dismantle the tripartite alliance and will not remain a tripartite alliance."
    year without balance
And the former Rapporteur of the Finance Committee in the House of Representatives, Ahmed Al-Saffar, is likely to resort to approving a semi-annual budget due to the delay in forming the new government, which al-Jubouri considers “impossible.”
The head of the Finance Committee warns against restoring the exchange rate in the 2022 budget as it was earlier, because "this will lead to a loss of 20 percent for the budget."
According to the obstacles in the way of forming the government and electing the president of the republic, the year 2022 may be without a budget, according to Haitham al-Jubouri, who comments on the matter by saying, "We settled it and it became," referring to the years 2014 and 2020.
