Baghdad/ Firas Adnan
The House of Representatives seeks to impose strict control over the amounts of the Emergency Food Security Support Law after its approval, from their allocation to reaching their beneficiaries, to prevent any fraud or suspicions of corruption.
The Save a Homeland Alliance confirmed that there is an appropriate majority to pass the proposal, but the coordination framework is subject to its acceptance of reducing the amounts in half and allocating the remainder to the next year's budget.
A member of the Parliamentary Economy Committee, Kazem Al-Fayyad, said, "The parliament's duty lies in following up on the progress of the amounts allocated by the proposed emergency support law for food security."
Al-Fayyad added, "The follow-up will start from the time the funds are allocated to the concerned ministry until they reach the citizen, and the constitutional texts guarantee us the right to monitor the executive performance at various levels."
He pointed out, "Good sums will be allocated to the Ministry of Commerce in order to secure the ration card items, as well as the Ministry of Agriculture to pay farmers' dues."
Al-Fayyad went on to "the importance of expediting the passage of the law, given that Iraq is devoid of the budget for the current year, which we do not expect to pass, except next year and after the formation of the government."
For his part, Majid Shankali, a deputy from the National Salvation Bloc, said that "the House of Representatives is currently preparing to complete the second reading of the proposed law, in the hope that it will pass it as soon as possible in light of the current economic situation."
Shankali added, "The Alliance to Save a Homeland has a sufficient number of deputies to pass the law, but we stress the need for consensus on its provisions as it provides the necessary requirements for all segments of the Iraqi people."
He pointed out that "there are many files that are waiting for financial support to be allocated, especially the issue of food security, support for agriculture and the provision of electric energy after paying the dues for Iranian gas."
Shankali concluded, "The representatives of the Coordination Framework bloc in the Finance Committee announced their approval of the proposal, and signed it, and this is evidence that the law will pass easily soon."
For his part, Jawad Al-Bolani, a deputy from the coordination framework, called for "splitting the funds that have been allocated in the law."
Al-Bolani added, "The solution to end the differences over the proposal is to take a portion of these funds to spend, as if it was half of the 25 trillion dinars."
He stressed, "the importance of keeping part of the funds, which collectively constitute the surplus oil prices, to the budget law."
Al-Bolani concluded, “Our vision is that we are satisfied with dealing with urgent issues related to food security, medicine and electric energy, as well as the inclusion of some segments of the Iraqi people with appointments such as free lecturers whose contracts have been voided in the security ministries, and support for the social care network.”
The House of Representatives is preparing to start the second reading of the proposed law on emergency support for food security, after it completed the first reading earlier.
