, today, Saturday, the Ministry of Planning detailed the new five-year development plan in Iraq, noting that it will be linked to four indicators and variables and will include 3 readings, while stressing that food security will occupy an essential part of the 2030 sustainable development plan.
The Undersecretary of the Ministry for Technical Affairs, Maher Hammad Johan, said, "The basic plan for development in the country ends in mid-June of next year 2023, and a full year before that and starting on June 18, preparations are made to start work on this file because the main duty of the ministry is to coordinate and write the plan. The president supports all ministries and the central bank through her views.”
Johan added, "When announcing the start of preparing the plan, the ministry has three basic plans through which teams from the higher, technical and sectoral committees are formed to start work, and then work is united in the technical committee, after which the higher committee for managing the plan is approved by the minister," explaining that "the technical committee often It is headed by the Technical Undersecretary of the Ministry of Planning.
He stressed, "The new plan should be responsive to the general situation and be prepared after reading all that was achieved in the previous plans, given that all plans have distinct and good axes and there is no problem in them."
He pointed out that "the ministry is studying all that has been achieved and delayed due to circumstances, obstacles, achievements and steps that were not taken according to what was planned, and therefore it needs months to collect details from all ministries and governorates because it is a basic rule called the harvest of the previous plan."
And he indicated, "The plan must take into account the changing conditions and unstable indicators of oil, secondly the financial conditions, thirdly the general situation in the country, and fourthly, the direction of the current government and the next government, which necessitates writing a plan and making adjustments according to changing circumstances," stressing that "the most important issue is not to write a stereotypical plan." "It is shelved, but rather we have a more realistic plan and we have the ability to implement it."
He continued, "In the worst and best circumstances, three readings are prepared in the plans (pessimistic, middle, and optimistic), as it is not built on a very optimistic reading, since there are major geopolitical and climatic changes that have effects, especially since Iraq is one of the countries most affected by climate change." .
And he added, "All this talk is taken into consideration and considered as priorities for facing the five years, and it is assumed that the path of the supreme document of Iraq's vision for sustainable development 2030 should not be deviated from, as this plan must be part or stage of the implementation of Iraq's vision for sustainable development 2030."
