Today, Monday, the Minister of Electricity, Ziyad Ali Fadel, clarified the most prominent axes of the memorandum of understanding signed with (Siemens), and while he referred to the inclusion of a project to supply transformers with new capacities that did not enter the Iraqi network, he confirmed that the supply deficit amounts to 12,000 megawatts.
Fadel said, in an interview with the Iraqi News Agency and its follow-up, "Al-Iqtisad News", that "the difference between the memorandum of understanding that was signed recently with the German (Siemens) from its predecessors is that the axes included in this agreement are new and added for the first time," noting that "the most important of these axes is The issue of associated gas investment, which was not invested for very long periods, as we involved (Siemens) by taking advantage of the amounts of gas that burn in the air and converting it into gas that can enter production plants to add large energies to the electrical system.
He added that "one of the biggest problems that the Ministry of Electricity suffers from is the lack of fuel," noting that "we must develop a first solution for this gas and invest it, as it will add new energy to the network and reduce the operational costs that are spent on importing gas."
He stressed that "the other main point of the agreement, which is distinguished from all agreements, is the ministry's tendency to convert these papers and memorandums of understanding into projects on the ground within a short period," explaining that "after signing the memorandum of understanding, we held quick meetings and requested the presence of the German side (Siemens) for the purpose of Proceed with preparing tables for the projects signed within the memorandum.
"We will work to implement the bulk of the memorandum and proceed with signing contracts during 2023," he stressed.
Regarding transmission and distribution, the minister confirmed that "Siemens will present a detailed study of the status of the electrical system, where transmission and distribution will be a key point and the first axis in the study that will diagnose, in coordination with the ministry, areas of imbalance, weakness, low voltage, and areas of supply deficit," pointing out that "the study will be presented during 3 months and present proposals and solutions, part of which is related to the field of energy production, and the other part is energy transmission and distribution.
On the field of production, the minister stated that "there are two directions, which is the establishment of a station during this year, and implementation begins with it in Dhi Qar with a capacity of 600 megawatts, and the second point is a station that starts with 2000 megawatts and depends on associated gas."
In the field of transportation and distribution, he indicated that "there are a number of important projects. The first of these projects is 5 power transmission stations distributed throughout the governorates within bottleneck areas. The capacity of each station is 1000 MVA, which will contribute to resolving bottlenecks in the governorates that suffer from poor equipment," pointing out that "there are more From 20 stations, 132 will be distributed among the governorates to solve bottlenecks.
And he indicated that "Siemens will also supply 10 transformers with new capacities that have not been introduced to work in the Iraqi network since the establishment of electricity, each with a capacity of 500 MVA," pointing out that "the solutions have been studied with (Siemens) and we will work next week to discuss the costs necessary to implement projects." It is the responsibility of the ministry."
He stated that "the first phase of the agreement includes 6 projects, part of which will be implemented within a year and the other part within two years, as the agreement ranges from one to 3 years," noting that "we will seek to provide the necessary allocations in the Council of Ministers to proceed with them during the current year."
And he indicated that "the supply deficit amounts to more than 12,000 megawatts," explaining that "part of this deficit will be addressed through (Siemens) projects, and the other part will be addressed through projects for major international investment companies, in addition to relying on energy imported from neighboring countries, and there are projects." Under implementation in the direction of Basra with the Gulf Linkage Authority, Baghdad with the Saudi side, and Mosul with the Jordanian side, whose advantage is lines operating in a system that depends on the need.
