    With the succession of Iraqi governments from one term to another, the types of corruption and embezzlement of state funds in various ways by officials are renewed and multiplied, as the rule of "thieves", according to the expression of observers and specialists, allows the ruling parties in Iraq to exploit their hegemony over the state's authorities, resources and all its joints, in legitimate ways that allow It has the right to expand its personal interests and "overgrow" its pockets and the pockets of those close to it by investing the state's resources in legitimate ways according to the so-called "privileges of officials".
    Since 2003, successive governments and Parliament have issued a series of laws that give wide privileges to Iraqi officials by forming wide protection regiments for them and large treatment and travel allocations, in addition to open allocations for food and drink that reached large numbers, specifically during the time of the second government of Nuri al-Maliki, which extended from 2010 to 2014. .
    Despite its issuance, decisions have not been implemented
    “There is a parliamentary movement aimed at implementing previous decisions related to reducing the privileges of current and former presidencies and officials,” independent MP Hadi al-Salami revealed to (Baghdad Today).
    Al-Salami said, "There are many decisions, whether parliamentary or governmental, that have not been implemented despite their issuance, related to the issue of reducing the privileges of presidencies and current and former officials, and the reason for this is political courtesies and pressures, and quotas on the basis of which governments are formed and Parliament operates, over the past years."
    He added, "We are working with a number of deputies and through the specialized parliamentary committees, to implement all parliamentary and governmental decisions related to reducing the privileges of current and former presidencies and officials, and we will have recourse to the competent judicial authorities to oblige any party that opposes the implementation of these decisions."
    The law is suspended and postponed until further notice..!
    At the end of 2019, the Iraqi Council of Representatives, under pressure from the protest demonstrations in Baghdad and the cities of the south, approved a law abolishing the financial privileges of officials, but the law remained suspended throughout these years and until the past days when the Iraqi Council of Ministers decided to implement it as soon as possible.
    In the details, the laws that were suspended more than once in previous years for political reasons after the massive protests found a political trend supportive of their approval by some forces calling for reform. The most important of these laws was the abolition of financial grants allocated to parliament in 2015, and the prevention of parliament from allocating sums of money for treatment to presidencies. The three protections, and the withdrawal of protections from them so that the number of protections is determined by the Prime Minister exclusively, and the new law also prohibited the allocation of sums of money to representatives as a housing allowance. This is supposed to be implemented.
    Calls to revoke the "obscene" privileges of administrators
    The leader of the Enough movement, former MP Rahim al-Darraji, called for canceling the privileges of former officials, describing them as "outrageous."
    Al-Darraji said, "There are very great privileges for former officials in previous governments, and some of these privileges have no legal basis. Rather, they were granted to them according to whims and political and partisan interests."
    He pointed out that "the competent authorities should review these concessions, as they cost the state very large sums of money, and these funds can be used for issues of reconstruction and rehabilitation of infrastructure."
    Al-Darraji assured (Baghdad Today) that "these concessions cannot be continued in this illegal manner, and Iraq needs funds for many important and strategic projects at various levels."
    Ruling on the unconstitutionality of the law canceling the financial "privileges" of officials
     Last Wednesday, the Federal Supreme Court, the highest judicial authority in Iraq, ruled that a "sentence" contained in the law abolishing the financial privileges of state officials was unconstitutional.
    And the media of the Federal Supreme Court stated, in a statement received by (Baghdad Today), that “the Federal Supreme Court issued a ruling in case No. 232 / Federal / 2022 on Wednesday, 18/1/2023, that the sentence (and employees from the third degree upwards) contained in the inability of Article (9) Of Law No. (28) of 2019 to cancel financial privileges for state officials, as it came in violation of the provisions of Article (14) of the Constitution of the Republic of Iraq for the year 2005.
