    The 2023 budget is preparing to see the light after leaving the folds of the Ministry of Finance to move to the final stage in the government corridors, specifically to the Council of Ministers, which it is hoped will approve it tomorrow, Monday, to send it to the House of Representatives, to enter a new phase in the legislative corridors and enter the stage of revealing and amending the numbers that will be The Iraqi people are fully aware of it.
    And the Minister of Finance, Taif Sami, announced the completion of the draft federal budget law for the year 2023 and sending it to the Council of Ministers for the purpose of discussing and voting on it, indicating that "the completion of the preparation of the project comes under exceptional circumstances witnessed by the global economy, and it came to deal with the effects of international, regional and local economic challenges."
    And the Minister of Finance indicated that "the next draft budget will focus on development priorities, support for the social protection network, and the most needy groups, as well as providing a secure cover for strategic and sustainable development projects," noting that "during the past months of the life of the new government, we worked to extract a budget responsive to the need." The Iraqi economy is consistent with the plans of the government curriculum and the package of financial and economic reforms that the ministry is working to achieve.
    For his part, the advisor to the Prime Minister, Diaa Al-Nasseri, confirmed that the draft budget law for the current year 2023 will be approved in a special session of the Council of Ministers tomorrow, Monday.
     
    3 "historic" features
    This budget does not acquire its importance from being the first budget more than a year after the approval of the last budget, and the end of last year 2022 without a budget. 130 trillion dinars in the 2021 budget.
    The other advantage is that the budget will include a focus on caring for vulnerable groups, in addition to the fact that it will include huge allocations for investment projects and not focus on the operational side only, as it is expected that 40% of it will be allocated to investment projects, which is unprecedented in the history of Iraqi budgets as well.
     
    And the government economic advisor, Mazhar Muhammad Salih, the advisor, explains that “social spending, according to the government program approved by the House of Representatives last October, is the most prominent issue in the operational side of the budget,” noting that “what is meant here is social welfare and the fight against poverty and unemployment.”
    Saleh continued, "As for the investment side, it will have priority for infrastructure or basic services, especially municipal services related to people's lives, such as water and sewage networks, roads, schools, hospitals, and others."
    Thus, the budget is characterized by 3 unprecedented "historic" features, starting with its size as well as its priorities towards social concerns, in addition to the large amount of money that will be allocated for investment projects.
     
    How long will it take?.. Another historical feature
    Beliefs and indications are that this budget will be passed in "record time" compared to previous budgets, which is "unprecedented" and additional historical.
    A member of the Parliamentary Finance Committee, Jamal Cougar, said in a televised statement followed by “Baghdad Today” that “according to the contexts, after the Ministry of Finance and Planning finished preparing the budget, it will be sent to the Council of Ministers for a vote,” noting that “in the event that there are objections or observations by the ministers Each according to his ministry on the budget is amended and the amendment is voted on and returned to the Ministries of Finance and Planning to make final amendments to it and then re-send it to the Council of Ministers for a final vote on it,” noting that “this process is supposed to take no more than a week.”
    And he explained, "After that, it is sent to the House of Representatives, and the period of its approval depends on the mechanism for formulating the budget, where if justice and legal observations are achieved, that is, there are no violations. Therefore, the representatives will defend the budgets of their governorates, constituencies, and ministries affiliated with their political party."
    Cougar indicated that "this time the administration of the state coalition that forms the government is the same that controls the House of Representatives, so it is assumed that there will be a shortening of time in approving the budget," believing that "it will be passed in record time and not as we have seen in other budgets."
    Regarding the differences over the percentage of the share of the Kurdistan region, Cougar considered that the article of the region's share is not the article that obstructs the budget and is usually postponed to the last two days before the budget is approved and an agreement is reached on it, noting that "the two parties confirmed that they had reached an agreement in this regard."
