    On Wednesday, the Prime Minister, Muhammad Shia'a al-Sudani, chaired the sixth session of the Higher Commission for Coordination between the governorates not associated with a region, during which the general conditions in all governorates were discussed, and the position of implementing projects in them was reviewed.
    During the session, Al-Sudani directed all governors to prepare lands for new school projects that will be implemented within the 2023 budget, according to a statement issued by the Prime Minister's Office.
    He also directed that all governorates create appropriate conditions for exams for all students, as well as a comprehensive campaign to rehabilitate schools during the summer vacation.
    The Prime Minister stressed the need for governors to conduct daily tours of service departments, and to monitor the progress of providing services to citizens in the field.
    He reaffirmed the partnership with the private sector, paying the dues of the companies executing the projects and not delaying them.
    He directed work to provide job opportunities for young people by encouraging investment and attracting investors by providing facilities and simplifying procedures, and for each governor to submit a report on investment activity in his province at each meeting.
    Al-Sudani directed the governors to prepare for the implementation of projects within the budget, and not to return the funds allocated for projects to the state treasury, but rather to complete and complete these projects according to the required specifications and monitor the quality of work.
    The session witnessed the approval of a proposal to amend the rules of procedure of the General Authority for Coordination between the Governorates.
    As a result of the wear and tear of the roads linking Baghdad and Karbala, and the suffering of the visitors of the holy shrines going back and forth to and from Karbala, and with the approaching season of millions of visits and in order to facilitate movement and shorten the distances for the visitors of the shrines, the Prime Minister directed to work on the completion of a new road linking Baghdad with Karbala, and according to that it was decided to compose A committee chaired by the Ministry of Interior and the membership of the Ministry of Construction, Housing, Public Municipalities, and the governorates (Baghdad, Holy Karbala, and Babil), and the Director of the Follow-up Department in the Office of the Prime Minister.
    The committee is responsible for visiting the road linking the governorates of Baghdad and Karbala, passing through the province of Babil, presenting a statement on the Fadhiliyah Bridge, and developing a strategic vision for developing the road to make it a main road, while presenting an urgent vision for temporary rehabilitation, provided that the committee submits its report within one week from the date of issuance of the decision.
    With the aim of activating public money control measures, the following was decided:
    1- The governorates submit the financial data necessary to complete the control and audit work to the Federal Office of Financial Supervision, within a maximum period of (20) days, otherwise the abstaining governorate bears all legal consequences.
    2- The General Secretariat for Provincial Affairs shall follow up on the submission of the required data by the provinces.
    With the onset of summer, and in order for owners of private generators to maintain their officially approved wages, the following was decided:
    1- Opening outlets in all governorates, not affiliated with a region, to sell kerosene oil at the commercial price to owners of private generators to meet their fuel needs.
    2- Opening registration for unregistered private generators, to include them in the kerosene quota according to the needs of the new residential neighborhoods, and with the support of a committee formed by the governor.
    3- Adopting the formula of 2 liters x 12 x generator capacity x 0.6 = the governorate’s monthly share, and after obtaining the original approvals on the quantities recommended by the committee formed according to the Diwani order (22435) for the year 2022, and on the basis of the inventory results that were requested by the committee formed by the order. Al-Diwani mentioned above, which recommended increasing the capacities of the required private generators, to cover all governorate areas, provided that they are redistributed according to the results of the inventory.
    Within the framework of activating and expanding investment in the governorates, the High Commission approved the following:
    1- Formation of a committee in each governorate headed by the governor, and the membership of the relevant government agencies in the governorate. It undertakes the preparation of an investment map for the governorate, submitting it to the coordination committee for the purpose of studying it, and presenting it to the committee for coordination between the governorates, for approval, taking into account population expansion.
    2- The governor is empowered to allocate lands (within the investment map) for investment projects within the municipal boundaries, taking into account the Cabinet’s decision regarding new cities.
    3- The Ministry of Construction, Housing and Public Municipalities reconsider what was stated in its letter dated February 13, 2023.
    In order to organize the work of the mukhtars in the governorates, and to develop their level of performance, the following was decided:
    1- All governorates should send their proposals regarding amending the Mukhtars Law No. 13 of 2011 to the General Secretariat for Provincial Affairs.
    2- Proposals are scrutinized and unified by the General Secretariat for Provincial Affairs, and sent to the House of Representatives for consideration when amending the law.
    3- Appealing to the House of Representatives, through the General Secretariat of the Council of Ministers, to withdraw the law in order to study and approve it.
