The Kurdistan Regional Government’s announcement of its refusal to vote by the Parliamentary Finance Committee on an initial formula for the budget dealt a major blow to the hopes of the region’s employees and retirees to recover their salaries that were deducted as a result of Erbil not receiving money from Baghdad in early 2014, while Erbil described its proposed share in the budget as a violation of the agreement with Baghdad. The Kurdistan Union welcomed the Finance Committee's move. The President of the Kurdistan Region, Nechirvan Barzani, said in a statement: "We look with deep concern at the changes that affected the paragraphs of the draft general budget law related to the constitutional rights of the region, and we completely reject them," describing it as "an obstacle in the way of the draft general budget law that Iraqis are looking forward hopefully to its ratification." He pointed out that "going beyond understanding and agreement, and seeking to violate the constitutional rights of the Kurdistan region, represent a method of dealing completely contrary to national responsibility and produce nothing but disappointment and disturb the political stability of the country, and harm Iraq."
In turn, a member of the Patriotic Union of Kurdistan, Burhan Sheikh Raouf, said that his party's position on the region's share is with the passage of the budget as stated in the state administration program. Raouf added, to "Al-Sabah", that "the National Union is with securing the share of employees and retirees, service projects, the rights of the Peshmerga, and all the necessary requirements for the lives of citizens."
While the representative of the Kurdistan Democratic Party, Sherwan Al-Dobardani, commented on the demand for the saved salaries of the employees of the region, saying: "The allocations are 12.67%, and the regional government will not be able to pay the saved salaries to the employees because there is no allocation from the federal government." Al-Dobardani refused to "oblige the region to pay the saved salaries of its employees without federal allocations." The writer and political analyst, Bzork Muhammad, confirmed, "The concern and resentment of some parties in the Kurdistan region regarding the paragraphs added to the draft budget, and considered them a violation of the agreement signed between the parties to the State Administration Coalition, according to which the government was formed under the leadership of Al-Sudani." Muhammad added, to "Al-Sabah", that "some of the main Kurdish parties are calling on the government to abide by previous agreements, and they believe that violating the agreement concluded between the parties to the state administration in which the main Kurdish parties are affiliated will cause many problems and may destroy the entire political process."
The analyst pointed out, "There are Kurdish-Kurdish differences over the formula of the financial budget, which focus on re-disbursement of saved salaries, and some blocs take their positions as bids to win the street in the region with the approaching legislative elections."
