Yesterday, Sunday, the Ministry of Water Resources announced a meeting with the Ministry of Agriculture and the Japanese JICA organization to discuss the formation of water user associations, indicating that these associations will save water and increase agricultural yields.
The Minister of Water Resources, Aoun Diab, said in a press conference held at the ministry's headquarters, with the participation of the Undersecretary of the Ministry of Agriculture and the Japanese ambassador to Iraq, followed by (Al-Mada); A meeting was held yesterday with the Ministry of Agriculture and the Japanese Embassy to discuss the formation of water user associations, which is a new method for saving water and increasing agricultural yields.
Diab added, “This is the result of a long work since 2014 to spread water user associations and follow the latest simple and inexpensive technologies that had a significant impact on the agricultural process, such as the use of laser technology in agricultural lands to level the land.”
And he pointed out, “This is in a way that facilitates irrigation quickly and the use of mulches in growing crops and the mechanical method with inexpensive devices, which gave positive results, as indicated by studies conducted on an association in Basra Governorate.”
Diab explained, "This experience had a significant impact in reducing the amount of water used and increasing agricultural production at the same time, which is a joint effort."
He pointed out, "This is the first stage for publishing water user associations, and now we are going to continue in the second stage later to expand by publishing these associations, which have a significant impact on providing water resources to suit Iraq's need for water."
In turn, the Undersecretary of the Ministry of Agriculture, Mithaq Abdul Hassan, stated in the press conference, "We are present at the Ministry of Water Resources to consult in order to take measures to adapt to water scarcity and climate changes." Abdul Hussein added, "A meeting was held yesterday with the Japanese JICA organization, which in turn, in cooperation with the Ministries of Water Resources and Agriculture, sponsored a project to establish participatory water users' associations, which leads to less use of water resources and higher agricultural production."
He explained that “the Japanese JICA organization provided a successful model,” and Abdel Hassan talked about “direct support to the associations and their subscribers from farmers to develop the project.”
For his part, the Japanese ambassador to Iraq, Futoshi Matsumoto, said in a speech during the conference that "we met yesterday with experts in the JICA organization who have been working for years in this field to introduce a new way of using water in agriculture."
Matsumoto continued, "The agricultural system in Iraq currently uses a lot of water and leads to inefficiency in agricultural production, and Iraq is facing drought and water scarcity, and therefore this project is a new method that achieves an ideal, fast and least expensive solution."
He pointed out, "The formation of water user associations is an important matter, and we in Japan have been using this experience for 130 years on Japanese farms," explaining that "there are three methods that must be introduced in Iraq to level the lands, reduce water, and increase agricultural production."
On a related note, the Turkish government is working on constructing a new dam on the Tigris River in the Jazira region of Sirnakh Governorate.
Last week, the Turkish Ministry of Environment, Urban Planning and Climate Change officially approved the construction of the Jazira Dam on the Tigris River in Sirnakh Governorate.
After reports received by the aforementioned ministry from the Ministry of Forestry and Water Affairs, the Directorate of Dams Affairs, the Directorate of Energy Affairs, the administrative bodies of land and climate, and the joint committees of the aforementioned ministries and agencies, which included final assessments, they expressed their scientific approval for the construction of a dam at the aforementioned site.
Although no date has been set for the start of the Jazira Dam project, Arslan Tatar, a parliamentarian from Sirnakh for the Justice and Development Party, posted on his Twitter account that the dam will be constructed in the village of Missouri in the Qorsak district in the valley between Mount Judy and Kabar in the Jazira region.
According to the information, the construction of the dam will take three years and will have a height of 41 meters and a storage capacity of 381 million cubic meters.
The project for the construction of the Al-Jazeera Dam was presented to the Turkish government on (May 24, 2013), but various problems and the highlighting of the Ilisu Dam project led to the suspension of this project, to be presented again to the Turkish government on (April 29, 2019), but the Joint Committee for Evaluating Dams Affairs and the Strategic Projects Authority are far away. Al-Mada, the Turkish government decided to postpone the project, although it did not reject it. On the Tigris River, which is the longest river in the Middle East, with a length of 2,800 km and extending to the Shatt al-Arab, the Turkish government has established six major dams and dozens of electric power generation projects.
The existing dams on the Tigris River are: Devkijdi, Elisu, Batman, Tigris, Karalezi and Karzan. Official statistics indicate that there are 930 dams in Turkey.
It is noteworthy that Iraq has been suffering for four seasons from a great scarcity of water as a result of the lack of rainfall and the decline in water revenues from neighboring countries as a result of those countries carrying out dam projects and changing the paths of rivers without returning to Iraq.
