The Commission is close to conducting the first simulation of the local elections
Baghdad / Hussein Hatem
The Electoral Commission is approaching the date of implementing the first simulation of the provincial elections at the beginning of next September, at a time when observers confirmed that all conditions allow the local elections to be held on the specified date on December 18, 2023.
According to the Electoral Commission, the decision to resolve appeals related to the election law did not affect its work, but is in its interest and the interest of the candidate and the voter.
"The devices in which the provincial elections will be held are the same ones that were used in the parliamentary elections in 2021," said Jumana Ghalay, a spokeswoman for the Elections Commission, noting that "the maintenance and rehabilitation of the devices is continuing permanently."
Ghalay added, “The maintenance of the devices is carried out by a team in the Elections Commission,” pointing out that “the beginning of next September will be the date for implementing the first simulation of the provincial elections.”
And she pointed out, “The simulation process is the first of four simulations, and it will be experimental for the election devices,” adding that “the data for the commission’s employees will be accurate and real with regard to owners and contracts.”
Ghalay pointed out that “the simulation process will take place in 927 polling stations distributed among the governorate offices.”
And she explained, “The Electoral Commission registered 46 alliances, and 38 parties entered individual lists, and the rest of them participated in the alliances,” noting that “more than six thousand candidates wish to participate in the local elections.”
With regard to resolving appeals related to the election law by the Federal Court, Ghalay stated that “any decision issued by the Federal Supreme Court is binding on all parties,” noting that “the appeals that have been resolved are in the interest of the work of the Commission, the voter and the candidate.”
And she continued, "The Commission's work is technical and has nothing to do with appeals, and we are committed to what is issued, whether by the Federal Court or the laws issued by the House of Representatives."
In turn, the former head of the Electoral Administration, Riyad Al-Badran, says, “The large number of parties wishing to participate in the provincial elections may contribute to pushing voters towards the voting process.”
Al-Badran added, “The citizen’s political and electoral awareness has risen, and he has become able to distinguish good from bad,” noting that “the Electoral Commission has monitoring teams for electoral campaigning, but controlling spending is difficult.”
For his part, Wathiq al-Jabri, a researcher in political affairs, says, “We hear the voices opposing holding elections before every democratic process,” noting that “the political desire to participate exists and there is great competition between the forces in the upcoming elections.”
He added, "Some forces promote fraud and interfere with the election results before they are held," noting that "Iraq is a pluralistic country and an open space for competition between parties within the political process."
Al-Jabri pointed out that “urging the public not to participate in the elections is a wrong move by some forces,” stressing “the need to measure the results according to the new law.”
He pointed out, "The Iraqi street realizes the importance of benefiting from participating in the democratic experience."
For his part, Imad al-Musafer, a researcher in political affairs, says, “All the data indicate that the provincial council elections will be held on time,” noting that “disrupting the provincial councils is unconstitutional, and the voices opposing the elections have no weight.”
He added, "Emerging parties can ally and enter into one large list to achieve results," adding, "There is no veto on any entity, sect, or component to participate in the political process."
Al-Mosafer pointed out that "changing or amending the current system is done from within through representatives in Parliament," noting that "the current government's march is supported by the State Administration Coalition, and there are no problems."
