    [size=45]The failure to implement the budget law led to an exacerbation of relations between Erbil and Baghdad, at a time when observers say that the federal government is pursuing a policy of starving the Kurdistan Region by not sending the salaries of the region's employees and its people's share of the financial budget.[/size]
    [size=45]Political analyst Bawar al-Rahman told Kurdistan 24 that the relations between Erbil and Baghdad are in a continuous decline, and are weakening day by day, because some leaders of the State Administration coalition and the Shiite alliance disavow the implementation of the agreement that was made when the Sudanese government was formed.[/size]
    [size=45]Political analyst Bawar Rahman attributed the non-implementation of the agreement by the Shiite parties to the electoral propaganda, as these parties work to gain votes in the elections by depriving the people of Kurdistan of their financial rights.[/size]
    [size=45]The federal government has not yet fulfilled its obligations towards the region and has not sent its financial dues, which caused a delay in distributing the salaries of Kurdistan employees for the month of July, despite the shuttle visits of delegations from the region to Baghdad.[/size]
    [size=45]Officials in the Kurdistan Region say that Baghdad is disavowing the agreements concluded with Erbil, especially with regard to the budget and oil file and many outstanding files between the two sides.[/size]
    [size=45]On June 12, 2023, the Iraqi Council of Representatives approved the draft federal budget law for the fiscal years (2023, 2024, and 2025).[/size]
    [size=45]The Iraqi Budget Law for the years 2023, 2024 and 2025 consists of 78 articles.[/size]
    [size=45]The value of the 2023 budget is 197 trillion and 828 billion Iraqi dinars, with a total deficit of 64 trillion dinars.[/size]
    [size=45]The Iraqi government relies on international loans and aid to cover the budget deficit, and in the event of an increase in oil prices, 70 percent of the revenues will be allocated to cover the deficit.[/size]
    [size=45]The largest budget revenue depends on oil exports, which must export 3.5 million barrels a day, including 400,000 barrels from the Kurdistan Region, which is estimated at about $70 a barrel.[/size]
