    The mayor of Baquba District, Abdullah Al-Hayali, confirmed today, Wednesday (October 11, 2023), that the dark bargaining ahead of the elections is supported by “decision-makers” and is based on deceiving citizens.
    Al-Hayali said in an interview with “Baghdad Today” that “transparency in elections is what helps build a correct democratic experience away from intimidating people and exploiting their humanitarian conditions in order to gain votes,” indicating that “those who carry out these actions are corrupt and trying to seize power in any way.” road".
    He added, "Adopting the principle of services in exchange for votes is a 'black bargain' and reflects a phenomenon that has emerged in recent years and is unfortunately supported by some decision-makers," explaining that "the services are funded by the government, that is, not from the money of parties or alliances, but rather they are projects that were approved years ago."
    He considered that "some people obstructing services and postponing some projects in order to mislead the street is deception and political hypocrisy, at the same time when thousands of families are waiting for the hope of being saved from the misery of services, only to be shocked that their rights to services are subject to competing political moods among themselves."
    In this regard, a member of the House of Representatives, Muhammad Al-Khafaji, criticized some governors’ exploitation of appointment files, projects, and land distribution for electoral promotion and winning voters’ votes, while the Prime Minister called for obligating governorate administrations to stop some events and activities until further notice.  
    He said in an interview with "Baghdad Today", "The exploitation of government positions in electoral propaganda is very likely at the present time, and that the Prime Minister has directed to all governorates not to exploit power, influence, and state resources in electoral propaganda."  
    Al-Khafaji added, “We have identified some files that some conservatives are exploiting for electoral promotion, and we sent an urgent letter to the Prime Minister, in which we asked for careful monitoring and directives to stop some events, activities, and issues that could be exploited for electoral promotion,” explaining that “among the files that have begun to be exploited for electoral promotion is The electoral vote is the file for government contract appointments included in the general budget, which some have begun to give as if it were a gift and a gift from him to the citizens.”
    Meanwhile, Prime Minister Muhammad Shiaa Al-Sudani warned earlier of the goals of the “corrupt people” for the purpose of obtaining more votes in the upcoming elections, stressing that the corrupt are lurking to steal public money and must be confronted, as he pointed out that “there is a group of corrupt people waiting to pounce on them.” Financial allocations are as they did with the state’s explosive budgets previously, and they are the ones who talk about chastity and fighting corruption, but they are corrupt.”
