    As the date of the local elections approaches, next December 18, many questions are being raised about the factors that will prevent “fraud” and the extent of the influence of “black money” on the elections and their results. 
    The expert in electoral affairs, Talib Al-Khazraji, revealed to “Baghdad Al-Youm” the most important factors for “preventing fraud” in the provincial council elections, while pointing out the influence of “black money” in them. 
     Al-Khazraji said today, Thursday (November 23, 2023), that “preventing fraud is not achieved through the ballot paper as some people think, but rather through updating biometrics and using the thumbprint that cannot be forged,” indicating that “no page is opened to any voter without He attended in person, unlike previous sessions, in which it was possible to elect by proxy through a biometric card that does not carry any picture and without a thumbprint .  ”
    Counterfeiting and black money
    He pointed out that “the ballot paper does not carry complex security features, as it is included in the optical detector device that records the voter’s vote, that is, it is more like a device for counting, quickly sorting, and storing the results,” noting that “updating biometrics is one of the direct preventions of forgery through the thumbprint .  ”
    Al-Khazraji stressed that "the influence of black money flowing to some candidates to buy votes is more dangerous than fraud, especially since the amount of money is large and is used to pressure the will of voters in poor areas."
    He noted that "the matter requires the security forces to have a position with the Commission to track down any candidate who works to buy votes and take legal measures against him."
    Exploitation of public money
    Earlier, the “New Generation” parliamentary bloc indicated the exploitation of public funds by candidates, while it sent an invitation to Prime Minister Muhammad Shiaa Al-Sudani and the Election Commission in this regard . 
    The New Generation Parliamentary Bloc, according to two documents issued by its head, Sarwa Abdel Wahed, and received by “Baghdad Today,” called on “the Prime Minister and the Independent High Electoral Commission to cancel the nominations of officials, governors, their deputies, ministers, and general directors for exploiting and wasting public money .  ”
    Abdel Wahed said, in the content of the two documents, “It was observed that many officials, governors, their deputies, ministers and general directors were wasting public money and exploiting their positions and professional influence in order to achieve their electoral interests and deceive citizens at this time close to the elections .  ”
    She pointed out that "these actions remove from those who commit them the status of 'good character and behaviour', which is one of the most important conditions for running for elections, in addition to criminalizing it according to the laws in force .  "
    She called on "the Commission to follow up and monitor these cases and cancel the nominations of those in charge of them in order to preserve public money and the integrity of the electoral process."
