The Ministry of Planning revealed that there is a tendency to reformulate the social protection program to be consistent with the country’s economic reality and poverty concentration rates, indicating that the law has close links to food security and services in its various forms, noting that the steps to reformulate the program included implementing an economic and social survey of the living conditions of Iraqi families with the aim of Providing more indicators and statistical data on poverty rates in the governorates, and identifying the poorest districts.
Earlier, the spokesman for the Ministry of Labor and Social Affairs, Najm Al-Aqabi, announced to the Iraqi News Agency (INA) that social research operations would soon be completed after reaching two million families, indicating that Social Protection Law No. 11 of 2014 targets families below the poverty line, and that the Ministry grants Subsidy salaries to more than 1,900,000 families, at a rate of more than 7 million individuals.
He added, "At the beginning of this year, the Ministry launched the largest social research campaign in Iraq and the region. The poorest areas were targeted, and the categories of the elderly, divorced women, widows, and the disabled were taken into account, and then the transition was gradually made to other groups."
The media spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, pointed out to “Al-Sabah” that “the social protection program in Iraq represents an important path to support vulnerable groups within the framework of the empowerment policy that we seek to achieve for the poor, as work is currently underway in cooperation with multiple parties, including the Ministry of Planning and Labor.” And a number of international organizations are working to reformulate the social protection program and its policies in general in Iraq, in a way that is consistent with the reality of the country and the proportions and concentration of poverty.
Al-Hindawi explained, “The social protection system is not only linked to the social protection network or the ration card, but it has close links to food security and services that are available to the poor. It is also linked to climate changes and how to protect poor families from these changes, and ways to ensure a decent life for the elderly, and all of these come In the context of reconsidering the social protection system in Iraq,” he stated, “advanced steps have been achieved in this program through the implementation of many workshops, meetings, encounters, and consultations among those concerned to reach a social protection program or a general and comprehensive social protection system in accordance with the empowerment policy.”
The media spokesman pointed out that many measures have been taken by the Ministry of Planning within the framework of developing and improving the quality of this program, by taking a number of important steps, provided by the implementation of the economic and social survey of the living conditions of Iraqi families, as this survey began in the middle of this year and this is the first stage, then The second phase begins at the beginning of next year, 2024, until the middle of it. He explained that the goal of this survey is to provide more indicators and statistical data regarding poverty rates in the governorates and who are the poorest districts, as these indicators will be an input to a broad strategy to combat poverty, in which we have made important strides in preparing. Which will cover the coming years from 2024 to 2028.
Al-Hindawi noted that with the approval or existence of the Fund to Support the Poorest Governorates, in addition to what the Ministry of Planning is doing within the framework of the Fund’s Social Development projects, and various programs and policies, these steps together will contribute to developing the social protection system in Iraq according to the empowerment policy, which will be through assistance. Poor families until sustainable sources are found.
Al-Hindawi revealed that among the provisions that will be included in the new law for the social protection program are the distribution of loans to the poor to create income-generating projects and a conditional grant to complete education for the children of the poor at all levels. The more education increases, the more we will have eliminated an advanced stage of poverty and the issue of its inheritance.
For his part, academic Dr. Amr Hisham explained that the positive aspects of the social protection program are to protect poor vulnerable groups from (severe poverty or extreme poverty) because poverty also has degrees so that people do not fall into the clutches of extreme poverty and crime and unemployment increase.
Hisham stated that the government is obligated to find a minimum standard of living and a free, dignified and decent life for these groups, and there is an economic dimension that is represented in protecting these groups through the social protection network and through wages and aid, despite the high financial consequences that the budget bears, pointing out that the shortcomings in the system Social protection is sometimes represented by the presence of financial corruption or suspicions of financial and administrative corruption, stressing the necessity of conducting a social and economic statistical survey and for detachments of the Ministry of Labor and Social Affairs to go out to the furthest places in the villages and the outskirts of the districts and districts to identify the eligible people who are covered by the law.
