    Shafaq News/ The Iraqi government intends to take legal and diplomatic measures, including submitting a complaint to the UN Security Council after the “Iranian aggression” against the city of Erbil, which may result in decisions condemning Tehran, in a situation that represents a qualitative change in the relationship of the two countries.
    On Monday night into Tuesday, the Iranian Revolutionary Guard launched a violent bombardment with ballistic missiles targeting civilian areas in the city of Erbil, which led to the death of 10 civilians, one victim or one wounded.
    The local government in Erbil Governorate declared three days of general mourning for the victims.
    The Kurdistan Region Security Council described the Iranian missile attack as a “flagrant violation of the sovereignty of the Kurdistan Region and Iraq,” and called on the federal government and the international community “not to be silent regarding this crime.”
    In turn, the Federal Prime Minister, Muhammad Shiaa Al-Sudani, described the bombing as a “clear act of aggression,” stressing his government’s intention to take “legal and diplomatic measures.” He also ordered the formation of an investigative committee consisting of five figures, headed by National Security Advisor Qasim Al-Araji, to investigate the incident. .
    Al-Araji confirmed, after he conducted a field visit with members of the investigative committee on the site of the Iranian bombing in Erbil, that Iran’s claims “of targeting a Mossad headquarters in the governorate are baseless.”
    For his part, the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, informed US Secretary of State, Anthony Blinken, of the need for the international community to take action after the Iranian Revolutionary Guard’s attack on Erbil.
    The US State Department, the United Nations Mission in Iraq (UNAMI), Jordanian Prime Minister Bisher Al-Khasawneh, and Finnish Foreign Minister Elina Valtonen condemned the Iranian attack that targeted Erbil.
    In turn, the Iraqi Foreign Ministry expressed its strong denunciation and condemnation of the "Iranian aggression" against the city of Erbil, announcing its intention to file a complaint with the Security Council.
    An Iraqi lawsuit against Iran before the Security Council
    In this context, Professor of Political Science, Dr. Moataz Al-Najm, says, “Iraq is part of the international community, and the Iranian bombing is considered evidence of condemnation through which the Security Council can issue resolutions targeting and condemning Iran, especially since international positions are sympathetic to Iraq.”
    Al-Najm points out during his talk to Shafaq News Agency, “Iraq’s filing of a complaint against Iran before the Security Council is a qualitative change in the nature and philosophy of the Iraqi political system, as this system has come to realize that Iraq’s interest is supreme, and has moved away from factional interests, narrow addresses, and external agendas, and this A test for the Sudanese government.
    He continues, “There is also a qualitative change in the nature of the targeting of the Kurstan region, as previously the targeting was carried out by armed groups, but the recent bombing carries a development in type and quantity, as the targeting came from outside the Iraqi borders, and about 13 long-range ballistic missiles were launched, so "The scene is very complicated."
    He added, "The problem today falls on the Sudanese, as he is the Commander-in-Chief of the Armed Forces, and he is the one who bears the responsibility of defending the Kurdistan Region as it is part of Iraq." 
    “America loosens the rope for Iran”
    For his part, political analyst, Muhammad Zangana, believes that “any complaint submitted by Iraq to the Security Council will have no value - if it is actually submitted - because Iraq does not dare to complain against Iran.”
    In an interview with Shafaq News Agency, Zangana pointed out that "the United States of America is the godfather of the Iraqi political process. It is the one who manages the political and military situation, and has a vision regarding the future of the country."
    He added, "The higher the level of unrest in Iraq and the Middle East, the greater the argument for the United States to remain in the country and the region, in light of Iraqi demands to remove it from the country. Therefore, the Americans are waiting for a major incident in order for the Iraqi government to appeal to them to stay."
    He goes on to say: “If it were not for the American green light, Iran would not have been able to bomb sites related to the United States of America, and the militias would not have been able to attack Erbil. Therefore, the United States is the one that loosens the rope for Iran to prove the argument of its persistence in the Middle East and complete control over the political, economic, and military situation.” 
    So, according to Zangeneh, the United States is waiting for a major problem to occur, which takes us back to the 1940s when Britain occupied Iraq in 1943, and the same scenario has been repeated and being prepared for since 2014 until today.
    He concluded by saying, "The Americans know very well what they are doing, when to advance and when to delay. The American response - if it takes place - will be limited, as long as the rule is in the hands of the Democrats, but the decisive response will be at the hands of the Republicans, because they are fiercer warriors than the Democrats."
    On Tuesday, Iran said that it fired ballistic missiles at targets in Iraq and Syria "in defense of its sovereignty and security, as well as to confront terrorism."
    Foreign Ministry spokesman Nasser Kanaani stated that Tehran respects the sovereignty and territorial integrity of other countries, but at the same time uses its “legitimate and legal right to deter threats to national security.”
    The Revolutionary Guard claimed responsibility for the strikes that targeted Erbil, and said in a statement that they came “in response to the crimes of the Zionist regime against the Islamic Republic, the latest of which was the killing of a number of Guard leaders by Zionist fire. A major spy headquarters for the Mossad in the Kurdistan Region of Iraq was targeted and destroyed with ballistic missiles.” .
    “Iranian desire to control the region”
    In this context, Iraqi politician Mathal Al-Alusi, a former member of parliament and founder of the Umma Party, says, “There are Iranian goals for the recent bombing, the most important of which is that Tehran - after taking control of the Iraqi political and security decision - is trying to exploit the regional situation and the preoccupation of countries and the world with the October 7 war between Hamas and Israel.” For absolute dominance over Iraq, the Kurdistan Region, and the Middle East region.”
    Al-Alusi added to Shafaq News Agency, “Iran’s claims about the presence of Mossad headquarters are rejected, because for more than 10 years it has been daily bombing villages in Sulaymaniyah and crossing the borders in Basra, Diyala, and others. Are these areas all Mossad?”
    He asserts, “There is a clear conflict between Iran and Israel, but Iraq is the victim, as a result of the weakness of the Iraqi government. This does not mean demanding a hostile position towards Iran, but rather a sober Iraqi position to distance Iran and other countries from these quarrels, to preserve internal and regional security, but the Iraqi government "I am unable to achieve this."
