    On Wednesday, the Chairman of the Finance Committee in the House of Representatives, Atwan Al-Atwani, announced the drawing of a new path to follow up on spending, indicating the ambition to deliver strategic projects to districts and sub-districts.
    The media office of the Chairman of the Finance Committee in the House of Representatives stated in a statement, seen by Al-Eqtisad News, that “the delegation of the Parliamentary Finance Committee headed by Atwan Al-Atwani visited, today, Wednesday, the Ministry of Construction, Housing and Public Municipalities, and met with its Minister, Benkin Rikani, to discuss a number of important files, with Al-Atwani chairing it.” The Minister held an expanded meeting in the presence of the representatives, members of the Finance Committee and the senior staff in the Ministry.
    He added, "During the meeting, the projects and programs that had been accomplished were reviewed in accordance with the ministerial curriculum and according to the funds allocated to the Ministry in the 2023 budget, especially with regard to the first package of projects to relieve traffic congestion, establish ring roads, and build new residential cities."
    He continued, "We reviewed the spending schedules within the investment budget and the Ministry's plans and programs prepared for the year 2024 and according to priorities, most notably the strategic projects in the water sector and sewerage lines, the construction of new roads and the expansion of existing ones, the construction of residential complexes, the construction of bridges and overpasses, and other vital sectors."
    He noted that "the meeting witnessed an exchange of opinions and ideas between the members of the Finance Committee and the Ministry's staff within the framework of the necessity of coordinating efforts and distributing roles with the governorates with regard to setting priorities, while emphasizing the need to maintain cooperation and communication between the legislative and executive authorities to achieve public service."
    Al-Atwani said during the meeting - according to the statement - that “we have charted a new path to follow up on the implementation of the budget through field visits to state institutions to determine the volume of spending and the rates of project completion,” adding that “the first package of projects to relieve traffic congestion in Baghdad indicated a qualitative shift in the ministry’s performance and gave the citizen hope that "The government is proceeding in the right way."
    He continued, "Our ambition is for the plans to implement the Ministry's strategic projects in various service sectors to be transferred to the districts and districts, and just as we have shifted to the methodology of preparing the program budget according to service priorities, the obstacles and complications in referring projects must be overcome, and the speedy completion of your plans for the year 2023 encourages us to increase financial allocations." The Ministry during the amendment of the 2024 budget schedules, and that adopting the correct designs and accurate financial costs is the basis for the success of project implementation plans and their completion within the specified timings, and the necessity of unifying plans and joint coordination between the Ministry and the governorates to ensure the distribution of projects according to priorities.
    He pointed out "the importance of preparing infrastructure maps for each governorate in order to facilitate implementation procedures and end the problem of conflicts that hinder the implementation of projects. We propose to proceed with the implementation of the fourth ring road in Baghdad through the investment mechanism."
