Parliament: The current drug law needs new amendments

The Parliamentary Health Committee believes that the current drug law is not commensurate with the scale of the challenge in the country, with the multiplicity of narcotic substances and the methods of smuggling and using them. This comes at a time when calls are mounting for changes in the law, including imposing penalties up to death with rewards for those who report traffickers. And smugglers.
Committee member, Bassem Al-Gharabi, explained in an interview with “Al-Sabah” that “the anti-drug law exists, but due to the receipt of many updates and circumstances, including the quality of the raw material smuggled into Iraq as well as how to deal with it and the great shortage of rehabilitation centers for drug addicts, we will need “To add legal materials,” he pointed out, “Among the additions may be the release on the condition that the families of the users are notified while the user is not legally harmed, and thus the changes will impose legislation and amendments to the drug law.”
Al-Gharabi added, “There are other details, such as adding a specialized, trained and experienced body to monitor drug trafficking and drug trafficking at the borders and ports, provided that it is an independent body linked to the Ministry of Interior, in addition to forming a committee headed by the Ministry of Health or the Minister of Interior to control the events,” indicating that “the issue is It is under discussion to oblige some ministries to rehabilitate and establish rehabilitation centers for drug users, as the authorities can only put drug users in prison, and thus the individual may turn from a drug user into a drug dealer, and therefore
it is necessary to amend the law.”
He pointed out that “the law contains proposed penalties and rewards, including between 5 and 10 million dinars, for anyone who catches civilian traffickers, and there will also be rewards for the security forces as well,” pointing out that “the new proposals are to raise the ceiling of penalties by setting the death penalty for traffickers.” And whoever proves that he is an international trader at a certain level.”
Regarding rehabilitation centers, Al-Gharabi explained, “The Ministry of Labor, in coordination with the Ministry of Health, was obligated to develop a plan to have at least a specialized center in every governorate, and we need care and rehabilitation centers for treatment by specialists.”
