On Monday, the Finance Committee in the Iraqi Parliament revealed the details of amending the retirement age, noting that “the amendment issue is exclusively related to the government because of its financial aspect.”
According to legal experts, “there are two axes for amending the law, which are either collecting 10 signatures within the House of Representatives and presenting the amendment to the Presidency, after which it is referred to the legal office for consideration. The second axis is that the amendment comes from the government, and any amendment to a law that has a financial aspect must be The government's opinion is taken into account whether it is approved or rejected.
Member of the Parliamentary Finance Committee, Jamal Kujar, said during an interview with Al Mada, “The issue of amending the retirement age is a matter of concern to the government because it has a financial aspect.”
He added, “The Retirement Authority is the one that insisted and finds it very necessary to re-amend it,” noting that “the last amendment placed a great burden on the Retirement Authority.”
Koger continues, “The amendment will raise the retirement age and return it to the age of 63, and thus retirement will be delayed and deductions will also increase.”
Official statistics indicate that there are more than four million employees, more than three million retirees, and more than two million who receive Social Protection Network salaries. According to economists, 70% of the budget goes to the operational budget as salaries and other operational expenses.
For his part, a member of the Parliamentary Finance Committee, Mudar Al-Karawi, said in press statements, followed by (Al-Mada), that “the Parliamentary Finance Committee discussed the file of amending the retirement age with the head of the National Retirement Authority, in addition to the presence of a movement and support by members of the House of Representatives to amend the retirement age.” And return him to his previous status (63 years old).”
Al-Karawi added, “The Council is currently interested in reconsidering the retirement law and will move after Eid towards amending this paragraph in the law due to its importance and the service ministries’ need for some of their employees, especially medical and teaching staff.”
It is noteworthy that the House of Representatives voted in its previous session, in 2019, to amend the retirement law, especially the paragraph related to reducing the retirement age from 63 to 60 years, which sparked widespread controversy among a segment of employees in state departments.
Economics specialists believe that “reducing the retirement age should be voluntary, not compulsory, or at least framing this issue according to the employee’s desire to go toward retirement, and the necessity for the retiree to obtain all the benefits and retirement allowances as if he retired at 60 years old in order to motivate the majority.” Going towards retirement at an early age and making way for others.”

In Iraq, retirement is regulated under Law No. 9 of 2014 regarding the Unified Retirement Law, which stipulates the rights and obligations of Iraqi citizens with regard to retirement, noting that the legal age for retirement is in Iraq is 60 years old.
