41 trillion dinars for the governorates in the 2024 budget

The Ministry of Planning explained that the financial amounts available to the governorates (except the Kurdistan Region) during 2024 amounted to more than 41 trillion dinars, and the Ministry indicated in numbers that the statements and statements issued in the past few days regarding the comparison between the allocations of the 15 governorates and the allocations of the Kurdistan Region are “incorrect” and do not Match reality.
The Ministry stated in a statement, “The allocations of the Regional Development Program and the undisbursed amounts, of which the amount of the remaining funds for the year 2023, which are restricted in deposits with the Ministry of Finance, amounted to (6,947,433) trillion dinars, in addition to the remainder of the food security restricted in deposits with the governorates (5,824). 403) trillion dinars, totaling (15,875) trillion dinars, and this amount is added to the volume of investment allocations to the governorates within the 2024 budget submitted to the House of Representatives, amounting to (3,103,158) trillion.”
The Ministry indicated that “what has been allocated to federal ministries’ projects implemented in the governorates (except the region) amounted to (38.421) trillion dinars, and thus the total amounts available to the governorates reach (41.524) trillion dinars.”
The Ministry stressed that, “Based on the above, the comparison that appeared in the media, between the regional development allocations to the governorates, and the total investment spending of the Kurdistan region, is (an incorrect comparison). Rather, the comparison should have been made between the total investment spending of the governorates resulting from the spending.” The investment expenditure of the ministries amounts to (41.524) trillion dinars, and what has been allocated in the total investment spending for the region, amounting to (4.875) trillion dinars,” stressing “the government’s commitment to the percentage allocated to the region, in all sections of spending.”
The Ministry stated that "the apparent differences in the Kurdistan Region's allocations include the sovereign investment budget, including licensing rounds for the Kurdistan Region amounting to (2.7) trillion dinars, which will not be spent to stop the export of oil from the region, in accordance with the decision of the Federal Court."
Political and parliamentary bodies criticized what they called the "unfairness" to which all (15) governorates were exposed in the financial allocations for regional development and investment allocation, according to the disbursement schedules for the year 2024, compared to the allocations for the Kurdistan region.
Yesterday, Friday, the Islamic Dawa Party rejected what it described as prejudice to the financial entitlements of the central and southern governorates in the 2024 budget, and called on “the government to address this imbalance and disparity in the distribution of the federal financial budget between Iraqis and their regions.”
Representative Mustafa Sanad also criticized the 2024 budget schedules, and said in press statements that the government has reduced provincial budgets to 2.5 trillion Iraqi dinars for all provinces in Iraq, explaining that Basra Governorate bore the largest share of the reduction.
Before publishing the statement of the Ministry of Planning - mentioned above - “Al-Sabah” polled the opinion of the researcher in international affairs, Dr. Haider Salman, who saw that “the budget in general is not clear in details yet.”
He added, "The large differences between the investment budget of the governorates in the 2024 budget compared to its predecessor for the year 2023, and the significant reduction in it, will paralyze the ability of the governorates to continue the pace of investment projects, especially (Karbala, Maysan, Anbar, and Basra), as the allocation for the latter fell from 2.8 trillion dinars to only 800 billion dinars." .
Salman wondered about the secret of “the absence of Kirkuk Governorate from the investment schedule,” and continued, “Was Kirkuk added to the Kurdistan Region’s schedule? As the region’s investment allocations nearly doubled.”
