Every year, and in every summer season in particular, the electrical system deteriorates due to high temperatures and also due to increased loads, and this reality is known and diagnosed among electricity people. The Prime Minister of Sudan visited the headquarters of the Ministry of Electricity more than once to see directly the reality. The electrical system because he believes that the issue of electricity is the biggest challenge for his government, which is the reality. During the Sudanese’s recent visit to the headquarters of the Ministry of Electricity, he issued a number of recommendations and orders, including the dismissal or dismissal of maintenance and sector officials against whom there is evidence of a failure to perform their duty or a failure to deal realistically with the complaints that are received. To them, with this measure, Mr. Sudanese believed that he would satisfy the people or that such a step was part of the solution to the problem, and this matter, of course, is far from the reality of the problem and from diagnosing the real defect that the electrical system is experiencing in general. It is known to His Excellency and to the specialists that the lower levels of engineers and technicians do not have a decision and are merely employees who carry out their duties and the orders they receive from higher authorities.
Dismissals and dismissals will exacerbate the problem and not solve it because if it continues, it will create a state of rebellion and bloc among the cadres of all maintenance teams against such as These are decisions and these procedures are supposed to remain within the powers and evaluation of the direct official because he knows his work team more than others. We find them successful in some situations, but they are not among the duties of the Prime Minister. The problem of electricity is complex and complex, and as everyone knows, electricity is composed of three sectors: (production, transportation). (Distribution) and each of these sectors has its own problems, and the most prominent problems are concentrated in the distribution sector for a number of reasons, including:
First... the large number of violations on the network.
Second... the large number of slums, most of which receive electricity service outside the legal and fundamental frameworks.
Third: Excessive losses
. Fourth: Loads are not distributed fairly among the feeders or feeders of a single transformer.
Fifth...the lack of regular regular maintenance on the network in general and on the secondary transformers in particular.
Sixth...lack of seriousness and interest in connecting cycle breakers to transformers.
Seventh... The lack of commitment by government institutions and the private sector to pay the bills owed to the Ministry of Electricity,
and there are other problems that cannot be mentioned.
Therefore, the Prime Minister and the Minister of Electricity must take into account what we mentioned above, while paying attention to contracting with international companies specialized in the production process, such as “Simens” or others, and providing the necessary gas for power stations and not relying entirely on imported gas. Local gas must be provided to meet the need for electrical energy from it,
as for processors . Patching, such as electrical connections with neighboring countries, does not make us rich or hungry. Everything we get from this connection does not feed a single neighborhood in the capital, Baghdad.
There is also a problem that has emerged recently, which is the random appointments that were imposed on the Ministry of Electricity for reasons known to everyone. These appointments did not take into account the Ministry’s need for these numbers or the quality and nature of the specializations. Here, direct attention must be given to the specialized intermediate cadres, that is, the cadres graduated from the Electricity Department and from various preparatory schools and institutes. Which graduates in large numbers within this specialty, because it is unreasonable to bring in an employee who does not read or write and assign him to work in the maintenance division or in operating the stations, and this is what currently exists, and most of the maintenance divisions complain about the lack of availability of specialized mechanisms and governing requirements.
If all these observations and points were analyzed and studied realistically, away from the media “show”, we would certainly reach logical solutions with high proportions, because the problem of electricity has many problems and is not limited to one field only, but rather includes even the choice of the minister. Which should be independent and the ministry should move away from party division and quotas and turn into an independent sovereign ministry and be supervised directly by the prime minister. Everything we mentioned above is an important and large part of the solution to the problem and not the entire solution. Of course, and certainly, the solution does not lie in relieving and dismissing the heads of departments and people. Maintenance and sectors
, see others, Abu Mustafa, and go and search the corridors of the ministry, see if there is a big whale nesting there. And show us in your path, the words of Khaled Al-Asadi are true, even if they are just “sinful” words.
By the way, you promised us that the reality of electricity would improve this year, and the hours of preparation would increase, and you are men of the son of sheikhs, and the word and the promise are a responsibility, and peace.
