      2024-08-02An informed source in Kirkuk Governorate reported on Friday that Prime Minister Mohammed Shia al-Sudani is scheduled to hold a meeting with members of the Kurdish blocs in the Kirkuk Governorate Council and discuss with them a number of topics, including the formation of the governorate’s administration and power-sharing.The source explained that "the Kurdish bloc, represented by the Patriotic Union of Kurdistan and its five members, are scheduled to meet with Prime Minister Mohammed Shia al-Sudani in the capital, Baghdad, tomorrow, Saturday, and will discuss with them a number of topics, the most important of which is deciding on the formation of the Kirkuk Governorate administration, naming a candidate for the position of governor, as well as the head of the council, and forming a consensus administration in which all the winning blocs participate."The source confirmed that "the meeting will be important because the Patriotic Union is one of the main poles in the process of forming the Kirkuk Governorate administration, as it is demanding the position of governor as it is the bloc that won the largest number of seats and is demanding this position."The source pointed out that "the meeting will discuss the proposals put forward by the political blocs to reach a consensus formula and announce the formation of the Kirkuk administration similar to the political agreement reached in Diyala Governorate, because Kirkuk Governorate is the only one that has not yet formed an administration and whose positions have not been decided since the elections were held."Kirkuk Provincial Council member Ahmed Ramzi had announced earlier today, Friday, that he would proceed with forming the government within the specified timeframe, especially after the resolution of the Diyala crisis and the announcement of the appointment of the head of its council and its governor.Ramzi said in a statement, "Kirkuk Governorate will witness a breakthrough and convergence of views between the political blocs, and the spotlight will be on Kirkuk in the coming hours and days, after reaching a consensus formula in Diyala Governorate and electing the governor and the head of the provincial council."He added, "The remaining period from the first session held by the Kirkuk Provincial Council on July 11 is sufficient to reach a consensus formula between the political blocs, and the matter has come a long way and we are in the final stage and working to reach a joint consensus government with the rest of the political blocs."The Arab group, the Turkmen bloc, and the Kurdistan Democratic Party in the Kirkuk Provincial Council announced yesterday, Thursday, their boycott of a meeting in the council called for by the Patriotic Union of Kurdistan and the “Babylon” bloc next week.Kirkuk Provincial Council member Raad Saleh said, “The Arab group will boycott the meeting called for by the Patriotic Union of Kurdistan, along with the council member from the Babylon bloc, because this meeting is contrary to the dialogues being conducted by the political parties that won membership in the council.”Yesterday, Thursday, the “Babylon” and “Kirkuk is Our Strength and Will” blocs decided to postpone the Kirkuk Provincial Council session, which was scheduled to be held today, until the beginning of next week, in response to the request of Prime Minister Mohammed Shia al-Sudani.A joint statement issued by the two blocs stated, “After receiving positive signals from some political forces in the Kirkuk Provincial Council, and their request to be given more time to arrange their participation in the next provincial council session, and in response to the request of Prime Minister Mohammed Shia al-Sudani and the leaders of the national political forces to give more time to the remaining members, we decided to postpone today’s session, Thursday, until the beginning of next week.”The two blocs indicated their keenness to “complete the procedures for forming the next local government, with the participation of the governorate’s components.”It was hoped that Kirkuk Provincial Council would hold its second meeting yesterday, Thursday, to elect the head of the provincial council and open the door for nominations for the position of governor, amid continuing disagreements and the failure to reach a common consensus formula between the blocs to decide the two positions.The day before yesterday, Wednesday, the advisor to the Iraqi Prime Minister, Mohammed Shia al-Sudani, announced that the components of Kirkuk had agreed to rotate the position of Kirkuk governor and share power, ruling out procedures to dissolve the provincial council due to the understandings between its members.Kirkuk Provincial Council held its first session on July 11, headed by Rakan Saeed Al-Jubouri, who was relieved of his position as governor for reaching the legal retirement age, to return to the council membership and become president by age, as he is the oldest member of the provincial council.Despite the participation of 16 members in the session, five members from the Patriotic Union of Kurdistan, two members from the Kurdistan Democratic Party, six members from the Arab bloc representing the Sovereignty, Leadership, and Arab Alliance parties, two members from the Turkmen Front, and a Christian member from the quota seats, the session did not lead to a decision on the positions of the head of the provincial council and the governor, as they remained suspended pending the agreements reached by the political
