Oil expert and consultant Govind Shirwani confirmed today, Sunday (September 8, 2024), that there is no final agreement for the purpose of resuming oil exports through the lines connecting the region and the port of Ceyhan in Turkey, while he indicated that the federal government will benefit from exporting oil through Ceyhan because the Suez Canal is no longer safe.
In an interview with Baghdad Today, Sherwani said, "So far, there is no final agreement, and it must be a tripartite agreement, including the federal Ministry of Oil, the Ministry of Natural Resources in the regional government, and the oil companies, for the purpose of resuming exports via the lines connecting the region and the port of Ceyhan in Turkey."
He explained that "the halt for a year and a half has led to huge losses estimated at 15 billion dollars," stressing that "this number is very important for Iraq, as there is a deficit of 49 billion dollars, and if these revenues were achieved, they would have achieved progress and reduced the deficit."
Sherwani added, "Despite the continued visits of delegations from the region to Baghdad and vice versa, and the recent meetings attended by representatives of the federal government, no agreement was reached," adding, "But the issue seems to be of no importance to the federal government, because it is satisfied with its share in OPEC, sourced from the Basra fields."
He pointed out that "the federal government will benefit from diversifying marketing and production sources, because the port of Ceyhan is the best and safest outlet for marketing oil to European and American markets, as there are Iraqi oil shipments exported to Europe that were targeted in the Red Sea, and therefore the shipments exported through the Suez Canal are no longer safe, and for this reason we must rely on the port of Ceyhan."
Turkey had earlier halted Iraq's exports of 450,000 barrels per day via the oil pipeline that runs from the Kurdistan Region in northern Iraq to the Turkish port of Ceyhan on March 25, 2023.
Turkey's decision to suspend exports came after an arbitration ruling by the International Chamber of Commerce ordered Turkey to pay Baghdad $1.5 billion in damages for the Kurdistan Regional Government's oil exports without permission from the government in Baghdad between 2014 and 2018.
