Al-Anbaky: Moving the Dora refinery does not achieve economic feasibility for the country

The oil expert and consulting engineer Qahtaan Al-Anbaky described the transfer of the Dora refinery to the Jurf Al-Nasr area as an incorrect procedure that does not carry any economic feasibility or benefit for the country. Rather, it can be developed and made environmentally friendly. There are major refineries in developed countries in the middle of cities that do not cause pollution. This experience can be used in the Dora refinery issue.
Al-Anbaky told Al-Sabah: Such a step must be studied from all sides before any decision is taken, as it can address any negative effects that the refinery may cause on the environment and local residents. The treatment would be more beneficial and economically feasible than moving it and the direct and indirect material costs that result from the transfer, which cost the country a lot of money and time without any benefit.
Al-Anbaky stressed the need to install advanced gas emission treatment units to preserve the environment and meet the conditions of international environmental requirements instead of dismantling the Dora refinery and using it as a reserve material in order to maintain and develop production levels of petroleum derivatives in line with the increased demand for local consumption and to avoid imports.
He pointed out that if the Ministry of Oil has plans to establish a modern refinery and petrochemicals in Jurf al-Sakhar, then the Dora refinery should remain in place, taking into account the development of the current production units (Up Grading) similar to what is being done in countries around the world to achieve production according to specifications (6 Euro 5 or Euro).
He focused on the possibility of developing and expanding the refinery to a degree that can be relied upon, and with regard to its products, it is possible to develop them so that they become according to European specifications (6 Euro or Euro) as well as treating the flare “gas emissions” by means of auxiliary factor units, so that they become environmentally friendly according to international environmental specifications, noting that these auxiliary factors can be activated every 5 to 7 years, as for treating wastewater for the purposes of steam boilers and operational units, the treatment can be developed so that it is returned to the river according to international environmental specifications.
He pointed out that the purpose of the projects to install gas emissions treatment units is to take into account environmental conditions and develop refineries to achieve production according to (6 Euro Sor Euro), which must be applied to oil refineries whether in Baghdad or Jurf al-Sakhar, and it must also be applied to all refineries in Iraq.
Al-Anbaky stressed that developing the refinery would achieve a degree of self-sufficiency in petroleum derivatives and would eliminate the need to import from international markets. Rather, import funds could be invested in areas that would contribute to establishing broader refining industries that would achieve great benefit for the country and make the water cycle take place within a local framework. Thus, the cash mass would be invested for the benefit of the national economy and would guide the country on the path to achieving
true sustainable development.
Regarding global experiences in this field, Al-Anbaky said: Global cities have major refineries in their midst and do not bear any negative impact on the local community. He pointed out that, for example, the refinery in the center of Vienna has a capacity of up to one million barrels, in addition to a petrochemical plant with a high production capacity. Here, the refinery was developed and made environmentally friendly with this large production, indicating the possibility of benefiting from this important experience and abandoning the idea of moving the Dora refinery to another location.
He said: The transfer of the Dora refinery to Jurf Al-Sakhar faces several challenges, the most important of which is the cost of stopping the operation and importing the products produced in the refinery, which may take a minimum of 360 days, as well as the specialized staff and their transfer to Jurf Al-Sakhar, in addition to building residential complexes for the operational and maintenance staff and other reasons.
