    Shafaq News/ On Sunday, the Federal Minister of Justice, Khaled Shawani, considered the formation of the local government in Kirkuk Governorate an "important achievement."
    This came in a press conference held in Kirkuk with the head of its local government, Ribwar Taha, and the head of the provincial council, Ibrahim Al-Hafez.
    Shawani said during the conference that the local government will solve the problems of property issues in Kirkuk, adding, "We are optimistic about a bright future for the province."
    For his part, Taha said in the same conference, "The Kirkuk local government was formed by national will, and we do not want the conflict to continue, but rather we want to provide services to the people of the province."
    The Ministry of Justice announced earlier this morning that its Minister is currently conducting a field visit to Kirkuk Governorate, where he began his tour by meeting its governor and discussing with him the development of the work of the judicial institutions in the governorate.
    Kirkuk is one of the disputed areas between Erbil and Baghdad covered by Article 140 of the Constitution, and was subject to joint authority between the Kurdistan Region and the federal government before the independence referendum held by the region in September 2017.
    Article 140 stipulates the removal of demographic policies implemented by Saddam Hussein’s regime in the disputed areas in favor of the Arabs at the expense of the Kurds, and then a census of the population before the final step, which is to hold a referendum in which the population determines whether they wish to join the Kurdistan Region or remain under the administration of Baghdad.
    The implementation stages of the article were scheduled to be completed by the end of 2007, but security and political problems prevented this.
    In 2019, the Federal Supreme Court ruled that Article (140) of the Constitution of the Republic of Iraq would remain in effect, stressing that this would continue until its requirements were implemented and the goal of its legislation was achieved.
