    Transnational coalition headed by Iyad Allawi, feared that the fence is part of the Baghdad division of Iraq scheme. He said coalition member Abdul Karim Abtan told (Journal News) that he "does not benefit from this wall, which the government intends to encircle Baghdad do, we do not know is it part of the partition scheme or not,"
