    HEWLÊR-Erbil, Kurdistan region ‘Iraq’,— An Iranian Consulate official in Iraq’s Kurdistan capital city of Erbil has called on Kurds to return for talks to Baghdad and settle all disagreements with Prime Minister Haidar Abadi.
    Meanwhile, a former Kurdish lawmaker in the Iraqi parliament said that Kurds in the Baghdad legislature must set conditions for agreeing to return to their duties.

    “Iran wants Kurds to settle with Abadi and reach an agreement on all issues with Baghdad,” Ali Panahi, an Iranian diplomat in Erbil, told Rudaw.
    The Autonomous Kurdistan Regional Government (KRG) in northern Iraq is locked in serious rows with the Shiite-led central government in Baghdad over Kurdish oil exports, the state budget, territorial issues and Kurds one day declaring independence.
    Kurdish MPs fled Baghdad and arrived in the Kurdistan Region following large anti-government demonstrations in the Iraqi capital that ended with the April 30 storming of the parliament building by thousands of angry protesters.
    Kurdistan Prime Minister Nechirvan Barzani said on Thursday that he thought it was necessary for Kurdish lawmakers to return to Baghdad as the Kurdish region remains officially part of Iraq and their presence is important for future Erbil-Iraq ties.
    “I think it necessary for the Kurdish MPs to return to the Iraqi parliament,” PM Barzani told Rudaw, on the question of whether or not lawmakers who left the Iraqi capital last month should rejoin parliament’s regular sessions.
    “As long as we are part of Iraq we should not be disconnected from Iraq’s political process,” the Kurdish prime minister added.
    The Kurdish lawmakers were urged by Iraqi PM Haidar Abadi and speaker of parliament Salim Jibouri to return to the capital, but they stressed that they would only heed the decision of the Kurdish political leadership.
    Barzani however, said that the “Kurdish parliamentary blocs in the Iraqi parliament could play an effective role in the future political steps as their past unity and active participation played a key role,”
    Barzani added that the presence of Kurdish MPs in Baghdad was “important for any kind of future relationship between Iraq and Kurdistan,”
    According to an informed source said that the preconditions of Kurds for returning to Baghdad are that the central government should resume sending the budget of Kurdistan Region, and provide military supplies and a budget to Peshmerga forces, Basnews reported.
    Another condition, according to the source, is implementing the article 140 of the Iraqi constitution. The Kurdish factions are also demanding Baghdad to approve a future referendum on Kurdish independence, the source continued.
    Mahmoud Osman, a senior Kurdish politician and former MP in Baghdad, says that Kurdish MPs and ministers must look assess their own interests first before agreeing to return to Baghdad.
    “The Kurds must reorganize themselves first and set their conditions,” he told Rudaw, without saying what those conditions should be.
    He also said that the Kurds must reach agreement with Iran because “it is Iran that runs Iraq.”

    Osman was a member of the Interim Iraq Governing Council created following the 2003 US invasion of Iraq.
    Kurdish MPs in the Iraqi parliament postponed a meeting in Sulaimani on Wednesday to discuss whether to return to Baghdad to resume duties. A new date for another meeting has not been announced.
    Adel Nouri, a Kurdish lawmaker in the Iraqi parliament, told Rudaw on Wednesday that the Kurdish MPs will discuss security and political issues in Baghdad, but will need more time to take a final decision about returning to the Iraqi capital.
