    [ltr]The head of the Energy and Water Development Center, Dr. Laith Shubar, criticized the "non-national governments", who said they had misguided policies on water and relations with Turkey and Iran. Adopted by the successive Iraqi governments were not feasible and did not consider the interests of the country historical and civilization.[/ltr]
    [ltr]In an interview with Mawazin News today, Shubar said that "the result of the corruption of the institutions concerned since the time of Saddam and the governments that have been in Iraq is the result of the corruption of the institutions concerned.     [ltr]Dr. Laith Shubar said that he has always called for "the formation of a Higher Water Council to be an independent council." He stressed that "the parties to the Authority should not interfere in the appointment of this council, whose task is to develop real strategies to deal with the catastrophic situation that will be resolved in Iraq in the coming years."[/ltr]
    [ltr]"If this council is not formed, all the steps taken by the government or other parties will not work," he said.[/ltr]
    [ltr]"We have strong points in negotiating with Turkey and Iran, including severing trade relations with them," he said.[/ltr]
    [ltr]"While we have weaknesses in the water portfolio, we also have strengths," he said.[/ltr]
    [ltr]"Iraq is able to negotiate with Turkey and Iran and from a position of strength by severing trade relations with these two countries, which have long caused damage to Iraq," he said.[/ltr]
    [ltr]He pointed out that the response to Turkey should be popular, noting that "our water is our life." He went on to say that "the response to the water issue may be a popular response to all interests of Turkish and Iranian interests in Iraq."[/ltr]
    [ltr]Dr. Laith Shubar said that the issue of water today is a historical and cultural issue and not only national, therefore it may be popular response through a revolution that destroys all interests of Turkish and Iranian interests.[/ltr]
    [ltr]He repeated the slogan "Our water is our life" by saying, "We are not prepared to abandon this life to other countries because of non-national governments."[/ltr]
    [ltr]"Statements by officials and some political leaders today on the crisis are to absorb the popular momentum towards Turkey and Iran," he said.[/ltr]
    [ltr]He described the statements as "worthless" because they were only issued as he put it.[/ltr]

    [ltr]He concluded that the remarks were intended to "absorb the popular momentum towards Turkey and Iran."[/ltr]
