    An official source said that there is no ability to absorb the grades in the ministries, indicating that there is not enough budget for those grades. 

    Al-Arabi newspaper quoted the source as saying that "the ministries are unable to absorb the degrees of functional," noting that "the appointments if accepted by the same ministries, the Ministry of Finance does not allocate the amounts for those appointments." 

    The source, who asked not to be named, said that "there is not enough budget for those appointments," noting that "this means that appointments will remain on paper.
    On July 14, 2018, Prime Minister Haider al-Abadi issued seven resolutions on the demands of demonstrations in the country, including the dissolution of the Najaf airport administration board, and the release of job grades to accommodate the unemployed according to a fair system away from nepotism and nepotism.
