    MP for the construction coalition Qusay Abbas, on Wednesday, that the refusal of Prime Minister Adel Abdul-Mahdi to restore the budget to the Council of Ministers represents a abdication of responsibility, indicating that Abdul-Mahdi seeks to make the responsibility of the budget shared between the parliament and the Council of Ministers.

"
    Abbas said that "the budget committee is the financial committee, and therefore the solution of the problem of the budget depends on the formation of that committee, which is hoped to form as a first stage to discuss the budget," stressing that "the Prime Minister disclaim responsibility when he refused to return the budget from parliament to the Council of Ministers, Where the budget will be delayed to three months of 2019 at least.
