Baghdad - People
The representative of the United Nations in Iraq, Jenin Hennes Blashardt, spoke on Thursday about her meeting with the Chief of Staff of the Popular Mobilization Forces, Abu Fadak al-Muhammadawi, while she confirmed that she is communicating with everyone.

This came during an interview with Blashart on the "Bal Three" program presented by colleagues Anas Al-Badri, Hisham Ali and Saif Ali, followed by "Nas" (May 27, 2021), in which she confirmed that "the United Nations communicates with all parties."
Plasschaert refused, "referring to the crowd and the factions."
She pointed out that "it is difficult for people to realize what is happening behind closed doors, but we are dealing with the matter." ".
And on her visit to Iran, Blashart said, "We must make it clear that Iraq is a central and important country in the stability of the region, and it is important to have a regional dialogue, as is happening in other regions of the world."
"The Iraqi government is doing an important job in communicating with neighboring countries, and the mission has a mandate related to assistance in the field of regional dialogue, so I visit all regional countries, but Tehran's visit sheds much light on it," she added.
Plasschaert emphasized that some of the discussions that she is conducting need to remain behind the doors.
She said, "The United Nations contributes to many activities such as dialogues between Baghdad and Erbil and societal reconciliation. The United Nations family in Iraq includes a lot in its departments and provides services such as relief. We understand that many want the mission to provide more, but Iraq is not a poor country."
She added that "the United Nations provides advice and advice in Iraq. Iraq is a country that has sovereignty and any government is responsible to its citizens," noting that "it is easy for many parties to hide behind the United Nations and to blame it."
And she continued, "Political accountability is very important and any leader who is unable to fulfill his position must resign." "It is easy to demand a resignation, but we have to ask: What does that resignation solve, and what if the next person is unable to make progress in the position."
She emphasized that "the resignation is not an advance in and of itself, but rather what follows should be looked at, and sometimes we hold discussions behind closed doors, and it is better for them to remain so."
She explained, "What we witnessed in the year 2019 of the demonstrations was due to the lack of political and economic solutions, we communicated with the demonstrators, we communicated with the government as well, we monitored the situation and issued many reports and many of our activities were far from the public's eyes."
And Blashardt pointed out that "anyone who wants to express his opinion can do so, which we confirm again and again. There are many politicians with whom we have good cooperation and some politicians express their opinion as if the United Nations is undermining the sovereignty of Iraq."
She pointed out that "the United Nations is a multilateral organization and we work on the basis of that. We believe that it is our duty to act on the basis of facts and move away from ideas of conspiracies. We must differentiate between blaming the United Nations and impunity."
She stressed that "the demonstrations have continued since the year 2019 and the demand for accountability is important and progress should be made in this. We have published multiple reports on demonstrations, the use of violence and impunity, and we continue to monitor the situation and communicate with everyone."
And Blashardt added, "It is the right of the demonstrators to continue to anger because they do not know who are targeting them. It is not wise to compare the two governments, but any government has to achieve a number of things, including the provision of public services and the issue of accountability. All governments must deal with him and any unknown armed party that is based." Targeting citizens or foreigners is something that should be carefully thought about, and if these elements continue to work, they will push the country to the abyss. "
The representative of the United Nations confirmed that "what undermines the stability of the state will not help citizens find opportunities in the future, and the United Nations clarified its opinion on what happened in October 2019 and communicated it to the Security Council and published reports on the matter."
She explained, "We have a specific mandate from the Security Council and we cannot open an investigation, but we monitored the situation, interviewed the victims and others, and we searched and documented, and everyone should be aware of the reports we issued regarding the October demonstrations and beyond."
We cannot conduct trials
She also stressed that "we cannot open an investigation and bring people to trial, as we document what happens, and this is different from the investigation and trials are the responsibility of the government and there are many theories, but we have to be realistic about seeing some of the crimes against the demonstrators at the Hague International Court."
She indicated that what was mentioned above "is related to the Iraqi government and that no one should escape from the judiciary," indicating that "during the past two years I have been stressing that corruption is widespread in Iraq, even in salaries and other things, and this matter poisones any progress."
Blashardt called for the implementation of "systematic reform," stressing that "corruption cannot be eliminated overnight, reform cannot take place quickly, and we need patience to find solutions."
She stressed that "change must take place in small steps and in the right direction."
She said, "Yesterday, we discussed with President Barham Salih some steps in the right direction regarding access to the stolen money, and there was an initiative by the European Union and the United Nations to provide funding to fight corruption." any progress".
Plasschaert also emphasized that "what the United Nations is doing is facilitating dialogue and communication with people who claim their rights and make them understand that political leadership is a service to the citizen and not to serve private interests."
And she added, "I met a lot of politicians who want to fight corruption and work for the common good, and I understand that the environment is complicated, but there is an existing system that serves private interests instead of the people's interests."
She added, "It is important that we acknowledge that there are many obstacles, including politicians, and we face parties that have special interests and those interests undermine stability, and this is something that complicates the process of change and makes it difficult."
She pointed out that "any attempts to achieve change will take time and need patience. Things cannot be changed between night and victims, and if there is sufficient political will, everything is possible, as the problem in Iraq lies in the lack of ability to lead the institution .. But with the presence of political will, the matter can be fixed." ".
She stressed, "The United Nations is communicating with all parties, and I know that it is difficult for people to understand what is happening behind closed doors, but we are dealing with the matter and I will not enter into the issues of mobilization and factions because we are talking with everyone, either openly or behind closed doors, and we facilitate dialogue because it is the only way to achieve progress." The weapon will not produce any results. "
And she stressed the need to "make it clear that Iraq is a central and important country in the stability of the region, and it is important that there be a regional dialogue like other regions in the world. The Iraqi government is doing important work in communicating with neighboring countries, and the mission has a mandate related to assistance in the field of regional dialogue, so I visit all countries." But the visit to Tehran shed light on it a lot
And wherever I go, I affirm respect for Iraq and its territorial integrity. "
She stressed that "the United Nations is continuing its work aimed at giving credibility in the upcoming Iraqi elections because the world will witness this process, which is of great importance, and what happened in 2018 should be prevented."
She pointed out that "the elections were one of the demands of the demonstrators and it is important for the government to achieve this, and the main issue is that these elections be fair and that there is wide participation in them," stressing that "any candidate or anyone who moves in the context of those elections should feel safe and not intimidated." .
"The United Nations provides technical assistance to the Electoral Commission, and this matter is important and is necessary for the October elections," Blasharat said, noting that "Sisani's wisdom has importance in the country and his opinion was clear on issues of corruption and fair elections."
Blashart went to the Sinjar agreement, stressing that "it is an important agreement, but the progress made is little and related to the implementation of the security points. If this is not implemented, then there will be no progress in the civil administration, and the good thing is that there are delegations that come to Baghdad ... but the solutions that are taking place are temporary, not institutional, and there are no." Mechanisms. "
Earlier, Iraqi bloggers launched a campaign against the United Nations Mission in Iraq, and accused it of "collusion" with the existing regime in the country and its "participation in murder and corruption."
The tag "UNAMI, the partner of the killers," (26 May 2021) was issued on Twitter for Iraq, against the background of the violent events that affected the demonstrators in Tahrir Square and left two victims and dozens of wounded and detained.
Interacters spread the mission’s logo upside down, expressing their "condemnation of the mission's stances identified with the power parties and militias."
