The mayor of Baquba district in Diyala, Abdullah Al-Hayali, said on Friday (July 9, 2021) that smuggled crops dominate 50% of the governorate’s markets, while merchants ruled out Diyala governorate being able to achieve self-sufficiency in crops throughout the year.
Al-Hayali said in a statement to  IQ News , "Despite the efforts of the Ministry of Agriculture to end the file of smuggling of crops, goods and commodities in Iraq through outlets that do not adhere to the government calendar, smuggling still records a presence in the Diyala markets in general and Baquba in particular," stressing that 50% of agricultural crops, for example, are smuggled crops."
He added that "the recent drought crisis greatly affected Diyala's ability to produce, especially with the decision of the Ministry of Agriculture to cancel the summer farming season," noting that "the smuggling methods are multiple, especially through Kurdistan."
He pointed out that "the elimination of smuggling is not possible through controls, but by solving the basic problem, which is tight control of border crossings, prevention of corruption, and full adherence to controls and procedures regarding the government's calendar in preventing the entry of any locally produced materials to avoid dumping markets and collapsing prices, and thus farmers pay the price." And this leads to our losing the production advantage, so that our dependence remains monopolized in the production of neighboring countries."
For his part, the merchant of fruits and vegetables in Baquba, Obaid Abdul Razzaq, said: “Whoever says that the national product can achieve self-sufficiency throughout the year is incorrect, especially since Diyala lost much of its agricultural capabilities after 2003 due to security disturbances, drought and the transformation of agriculture in a way general to a losing sector.
He added that "the volume of vegetables and fruits imported in Diyala markets is currently up to 70%, and they come at prices cheaper than Iraq by up to 50%, and the reason is the large inflation in neighboring countries, whether Iran or Turkey, and the large increase in production that exceeds the need." market, so it is issued.
He continued: "Were it not for the imported crops that reach the Diyala markets in different ways, the prices would have risen to 100% from what is currently," noting that "the importer can be reduced, but it can never be dispensed with in light of the current conditions, and everyone is aware of this."
