    The Parliamentary Education Committee reviewed about 10 diverse sectors, and if they are activated, there will be a surplus of job opportunities and a need for 2 million new laborers in the country.
    Committee member Riyad Al-Masoudi says that “the Iraqi constitution is clear about the Iraqi government’s role in providing job opportunities, and the constitution does not specify appointment, but job opportunities in the public and private sectors,” noting that “the public sector is sufficient and has a large increase, and it is a losing and unproductive sector.”
    He added that "the government's role should be within the planning mechanism to provide job opportunities in the private sector with remunerative salaries and allowances equal to or better than the public sector, as is the case in the United States, Egypt, South Korea, Malaysia and Singapore, where workers in the private sector are more than workers." in the public sector.”
     
    According to parliamentary education statistics, there are 4.5 million people working in the Iraqi private sector. If 10 other sectors were activated within the private sector, 6 million workers would need in various specializations and certificates, meaning that the number of workers would be about 11 million Iraqis in the private sector, compared to about 4 million employees in Public sector.
    Al-Masoudi shows that “there are more than 4 and a half million Iraqis working in the private sector, as well as one million foreign workers, meaning the total is 5 and a half million workers in the private sector, although this sector is neutral due to the lack of support for the inputs and outputs of the private sector.”
     
    He explained that "the problem in Iraq is the absence of a law to guarantee employment in the private sector, which is applied in detail, and the absence of a census for workers in the private sector, and not encouraging investment in the private sector," noting: "If Iraq does not transform from the socialist system to the capitalist system, He will have real problems.”
     
     
    10 sectors that will provide a surplus of job opportunities
    Al-Masoudi considered that the investment sector, such as the investment sector of banks, services, tourism or agriculture, is frozen sectors and attracts hundreds of thousands of manpower, as well as many vital sectors in Iraq that are suspended, for example investment in oil and refining refineries, and investment in the railway sector, public transport and ports Factories, petrochemicals, paper and foodstuffs, and if investment is made in these sectors, Iraq will need an additional 6 million people to work in these sectors.
    He stressed that "Iraq can accommodate 6 million workers in the private sector in various disciplines, from the level of reading and writing, primary, intermediate, middle, universities and postgraduate studies, so we have to open the disabled religious and environmental tourism."
    According to a previous statistic of the number of the unemployed in Iraq, the Ministry of Labor and Social Affairs indicates that their real number is 4 million people, which means that if these ten sectors that provide 6 million jobs are activated, the 4 million unemployed will be contained, and about 2 million job opportunities remain vacant. And it needs new manpower, which will raise the demand for workers and thus raise workers' wages as well.
