    The Ministry of Water Resources indicated that the adoption of modern metered irrigation methods, to confront the problem of water shortage in the country, will strengthen Iraq's negotiating position with Ankara and Tehran regarding an accurate and fair water share.
    The official spokesman for the ministry and its advisor, Aoun Diab Abdullah, told Al-Sabah: “The ministry had, years ago, developed plans to rationalize irrigation water, by adopting piped transport instead of open channels, but this requires major engineering works and huge financial allocations. This caused a delay in its implementation.
    He added that "the mentioned plans require the rehabilitation of irrigation projects surrounding the entire capital, which were previously repaired and some of them exceeded the age of 30 years, and need to be reconsidered in order to modernize the existing irrigation systems, as is the case in all countries of the world."
    And Abdullah indicated that “the closed irrigation system includes the use of small amounts of water to cultivate the largest possible area, meaning that the current cubic meter of irrigation water irrigates twice the area irrigated by traditional irrigation methods,” noting that “the adoption of modern irrigation methods requires very large allocations of Annual budget for the irrigation and agriculture sector.
    In the same context, he stressed that "the adoption of modern regulated irrigation methods will enhance Iraq's negotiating position with neighboring countries, especially Iran and Turkey, to determine its water shares from common rivers and others, because it uses them without the slightest percentage of waste, and therefore it can demand its fair and accurate share according to that."
