Opposition forces crowd out traditional blocs for parliamentary committees
Baghdad/ Firas Adnan
Opposition forces that won the elections demanded a review of the distribution of parliamentary committees to ensure their representation, stressing the need to get rid of quota mechanisms, and talked about the existence of a new variable represented by a large front that monitors executive performance and this calls for an end to all previous political norms within the House of Representatives.
Independent MP Sajjad Salem said, in a statement to Al-Mada, that "the timings for the formation of parliamentary committees will be in accordance with the prevailing political norms since the first election cycle, that their members will be chosen after the election of the president of the republic, the formation of the government, the vote on ministers and the government curriculum."
Salem added, "The distribution of these committees in terms of the president, his deputy, the rapporteur and the rest of the members, the large blocs seek to make it subject to the same previous norms by being according to the number of seats and component representation."
He pointed out that "the traditional blocs must realize today that they are facing a new change, which is the presence of a parliamentary opposition that has parliamentary representation and the public is not small."
Salem stressed the need to distribute “the opposition to all committees, as it will not be a party to the quotas that will be conducted by the winning parties in the elections, which represent the loyalists, but it will be present in the committees in order to exercise its effective parliamentary, legislative and supervisory role.”
He demanded that "the representation of opposition representatives among the committees be equitable," calling for "amendments to the internal system of the House of Representatives in a way that accommodates the outcomes of the current electoral process in the presence of a real opposition for the first time in the political process since 2003."
Salem continues, "Our efforts come in an attempt to break the prevailing norms and correct the course of the political process, especially within the House of Representatives at the legislative level or with regard to the formation of committees."
He explained, "The mechanism of work of the committees that was in the past is no longer useful at the present time, and there is no place after today for quotas and consensus."
Salem went on to say, “The opposition seeks to make the parliamentary institution effective, and this will only happen through several measures, the first of which is a review of how the committees are distributed.”
In addition, Omid Muhammad Ahmed, a member of the Towards the People's Bloc, told Al-Mada that "the opposition will work on a number of files in Parliament."
Ahmed added, "Being in committees, especially the mission, gives us strength to participate in the preparation of important bills, especially those related to drawing up the federal system, distributing wealth and providing services, in addition to monitoring the sovereign and important ministries."
He explained, "The current parliament came based on the sacrifices of the demonstrators and the October uprising, and whoever represents this popular revolution should be up to the responsibility and exercise his role to the fullest."
Ahmed concluded, “The previous sessions of the House of Representatives witnessed clear control of the traditional political blocs over the committees or legislative and oversight work in general, but we are facing clear changes that there are independent representatives who have been elected by the people, and today they are in the parliament and insist on achieving reform. political and economic.
For his part, political expert Ali Al-Baydar said in a statement to Al-Mada that "the current parliament will produce two types of opposition, the first political, represented by the coordination framework, and the second, reformist, represented by political blocs that are in harmony with the October uprising and its proposals."
Al-Baydar added, "The reformist opposition will tend to take an effective reformist and corrective role that will contribute to all governmental and parliamentary activities, programs and curricula."
He pointed out that "observers are looking forward to the presence of the reformist opposition forces in all parliamentary committees and to take a pivotal role in interacting with all issues away from the moods of the street, which may not understand the nature of the work of these committees."
Al-Baydar stated that "work on reform is achieved through many means, including being present in committees and communicating with all parties for the public interest."
Al-Baydar spoke of "the desire of the street to support the leadership of the opposition forces close to Tishreen for the Parliamentary Integrity Committee to hold many parties accused of squandering public money to account."
The early elections that took place on the tenth of last October resulted in the victory of political forces and independent candidates representing the demonstrations and those close to them, and they spoke of their unwillingness to join the government and remain in the opposition in order to evaluate the executive performance and correct previous mistakes
