    Experts in law and parliamentary affairs announced that the draft (emergency support for food security) bill submitted by the current government is in violation of the rules of procedure and the law, which indicates that this government is a “daily caretaker government” by taking decisions and measures that cannot be postponed, “not including project proposals.” Laws,” and that what happened in the Saturday session in Parliament from the first reading of the aforementioned draft law is in violation of Article 42 of the internal system of the Council of Ministers.
    The Rapporteur of the Parliamentary Finance Committee in the fourth session, Dr. Ahmed Al-Saffar, explained in an interview: “The House of Representatives received the draft law (emergency support for food security) from the government and read it as a first reading by the Finance Committee – of which only 12 deputies attended, or half of the total number. - It is a violation of the law, especially since the government is not authentic,” noting that “according to the bylaw, the current government is a daily caretaker government and it is not within its powers to send bills that may not be consistent with the program of the next government, so how is a vote on a bill coming from a caretaker government? ?!”
    He asked: “How will the next government express its government program and ministerial curriculum if bills are approved by the current government? Especially the general budget, which fully expresses the curriculum and plan of the next government.”
    He pointed out that "the next government will have a different program and different service projects, and these projects and laws sent now may contradict the program that it will put in place." He said, "It is possible for the House of Representatives to submit itself proposals and draft laws," wondering: "Why does the caretaker government send projects that violate the law and parliament receives them?"
    For his part, the head of the Law Deans’ Committee in Iraq and Dean of the College of Law at the University of Babylon, Dr. Mary Kazem Al-Khaikan, explained in an interview that “what was mentioned in the parliament session regarding the reading of the draft law (emergency support for food security) is good in terms of purpose and addresses economic conditions of concern to society.” However, “with reference to the internal system of the Council of Ministers No. 2 of 2019 published in the Iraqi Gazette on 25/3/2019, it is clear, according to Article 42, first paragraph, of the internal system that the Council of Ministers continues to conduct the day-to-day affairs of the state until the formation of the new government for the state. And in the second paragraph of this article, organize or define what is meant by the conduct of daily business as taking decisions and actions that cannot be postponed, among which are the work of state institutions and public institutions, and does not include proposing draft laws, contracting loans, appointing and exempting from high positions in the state. .
    Al-Khikani added that “the government’s proposing a draft law and sending it to the House of Representatives - in the period of conducting daily affairs - is contrary to the internal system and the law, and the House of Representatives was supposed to reproduce and draft this law and present it as a proposed law and not as a bill from the House of Representatives itself,” pointing to “Voting on this bill is against the rules of procedure and the law, because the party from which the project is sent does not have the right - as I mentioned previously - to send bills to the House of Representatives.”
