    The spokesman for the Iraqi Ministry of Foreign Affairs, Ahmed Al-Sahaf, stated that an agreement has been made between the federal government and the Kurdistan Region to manage the security file for these areas targeted by Turkey. 

    Al-Sahaf told Rudaw Media Network, on Tuesday (April 19, 2022), that "the National Security Adviser, under the guidance of the Prime Minister, the membership of the joint operations and the relevant sectoral security bodies, and in coordination with the Kurdistan Regional Government, made an agreement to manage the security file for these areas, which in turn will be based on a participatory principle between The federal government and the Kurdistan Regional Government, and finding principles and mechanisms to coordinate the security file for these regions.”

    He pointed out that the challenge they will face in this file "is to export the Turkish internal security threat to Iraqi lands and deal with it within our borders and national lands, which constitutes a flagrant violation of the principles of good neighbourliness, offends Iraq's sovereignty and territorial integrity and worries the safe people in northern Iraq."

    “The Ministry of Foreign Affairs has categorically and resolutely condemned the large-scale military operations carried out by the Turkish side, which come within a series of military operations that previously represented a flagrant violation of Iraqi sovereignty.”

    Al-Sahaf considered the Turkish operations to be “hostile, provocative and unilateral, and there is no coordination with the federal government in Baghdad.”

    With regard to summoning the Turkish ambassador in Baghdad and submitting a protest note, Al-Sahaf stated that “in the protest note, we expressed Iraq’s right to adhere to the rules and procedures that would guarantee the protection of Iraq’s sovereignty and territorial integrity.”

    He explained, "In the content of the memorandum, we indicated the nature of the agreement that took place between the Turkish government and the Kurdistan Workers' Party, according to which most of the party's fighters were pushed to Iraqi lands, and this is an export process of a Turkish internal challenge and problem to Iraqi lands, and Iraq refuses to have its lands be a headquarters for settling accounts." between the parties,” according to the newspaper.

    Al-Sahaf considered that “the agreement that took place on an internal matter between the Turkish government and the PKK, which Turkey has repeatedly considered as a starting point for provoking Iraq and directing military operations in a unilaterally hostile nature, and this is a justification for the Turkish side, rejected by Iraq, that this is a reason to infringe on Iraq’s sovereignty and unity.” his lands.”

    Al-Sahhaf pointed out that “Turkey relies on Article 51 of the Charter of the United Nations, which Ankara believes is a justification for its current and previous military operations, but Iraq considers that this article is not a justification according to international law for violating the sovereignty of an independent state whose territory is respected and full of sovereignty and extends its influence.     And he added, "The procedures that the Iraqi Ministry of Foreign Affairs will rely on will be in accordance with the contexts of the established and followed procedural rules," noting that the ministry "is awaiting the Turkish response to the strongly worded Iraqi protest note through diplomatic channels."

    While he stated that the Iraqi government "has entrusted the matter to the Ministry of Foreign Affairs, and in turn, we will rely on all the procedural rules that guarantee Iraq's right to defend its sovereignty and territorial integrity, and to deal with this file in all areas and arenas that would enshrine Iraq's right in this aspect."

    Earlier in the day, the Ministry of Foreign Affairs summoned Turkey's ambassador to Iraq, Ali Reza Konai, against the backdrop of the Turkish military operation in the Kurdistan Region, demanding the complete withdrawal of Turkish forces from Iraqi territory.

    A statement issued by the ministry, a copy of which was received by Rudaw Media Network, said on Tuesday (April 19, 2022), that the Ministry of Foreign Affairs "summons the ambassador of the Republic of Turkey to Iraq, Mr. Ali Reza Konai, against the background of the ongoing violations and violations of the Turkish army, including: the recent large-scale military operation."

    The latest Turkish operation affected the areas of “Matina, Al-Zab, Afashin, and Bassian,” according to the ministry.

    And the Iraqi government demanded, through its Ministry of Foreign Affairs, “the complete withdrawal of Turkish forces from Iraqi lands in a manner that reflects binding respect for national sovereignty.”

    Iraq has the "legal right to take the necessary and appropriate measures in accordance with the provisions of the Charter of the United Nations and the rules of international law against such hostile and unilateral acts, as they take place without coordination with the Iraqi government," according to the statement.

    The ministry pointed out that “the employment of Article 51 of the Charter of the United Nations in cases of aggression by Turkish forces is not based on legal grounds, as the aforementioned article does not permit the violation of the sovereignty of an independent country.”

    In its statement, the ministry recalled that "the presence of most elements of the Kurdistan Workers' Party (PKK) in northern Iraq came as a result of an agreement between the Turkish government and the aforementioned party, coinciding with Iraq's rejection and protest of what we see as the export of an internal Turkish challenge to the territory of Iraq."

    The Iraqi Ministry of Foreign Affairs condemned the military operations launched by the Turkish forces on several areas in the Kurdistan Region, expressing its categorical rejection of the Turkish bombing of the region.

    And the ministry stated in a statement, Monday (April 18, 2022), that "the government of the Republic of Iraq categorically rejects, and strongly condemns the military operations carried out by the Turkish forces by bombing Iraqi lands in the Mutina area, Al-Zab, Afashin and Bassian in northern Iraq."

    On Monday, the Turkish forces launched a military operation, during which they bombed the areas of Tina, Al-Zab, Afashin and Bassian in the Kurdistan Region, using helicopters and drones.
