He added: "It is true that the issue of dismissal needs a provincial council, but there is a crime and waste of public money, and misuse, and in the absence of the provincial council, the Council of Ministers has the right to accountability."
He pointed out that "issuing the book by delegation is considered an escape, especially since the date of the conference is on the 24th of this month, and the book was published on the 19th of this month."
