Although the job number project was started years ago, and the concerned authorities claimed several times that it was nearing completion, it is still under implementation due to factors related to the cooperation of institutions and ministries with the Ministry of Planning in charge of its implementation. The danger and necessity of this project lies in the fact that it accurately counts the number of state employees, their specializations, salaries, allowances, career progression, etc., which blocks the way for double-salaries and aliens, and enables the state and public policy planners to know public spending on employee salaries and arrange human resources according to the elements of certification, experience, and competence.
Regarding the delay in the completion of the project, the spokesman for the Ministry of Planning, Abdul-Zahra Al-Hindawi, said in an interview with “Al-Sabah” that “work on the job number project began in 2017, but it stopped and did not proceed at that time.” He pointed out that "work on this project actually began in early 2021, and a higher committee was formed under the chairmanship of the Minister of Planning. He explained that "there were only 500 names in the job information bank or the platform that were included in this list or a little more than this number, and the committee worked under the direct supervision of the Minister of Planning over the past periods and we reached very advanced stages to complete and complete the platform's work," noting "The total number has reached 3 million and 200 thousand job numbers on the platform."
He stressed that "we have reached very advanced stages of completing the platform's work and completing it last April, as the Council of Ministers issued a decision obligating all ministries to provide the Ministry of Planning with the data of their employees, promising to hold those who delay to account for them."
He added, "There is great cooperation from state institutions, and almost all institutions have provided us with the details of their employees, and the Council of Ministers has set next July as a date for the completion of this platform, and salaries will be linked by the Ministry of Finance to this platform."
He noted that “according to the decision of the Council of Ministers; Employees who do not have a job number will have their salaries stopped until their data is completed, and this decision prompted all institutions to provide their employees’ data to the Ministry of Planning.”
For his part, the expert in financial affairs, Obaid Mahal, said in an interview with “Al-Sabah” that “there is no point in relying on this project, as it is circulated, on the Federal Service Council for issues related to the appointment of graduates and firsts, if the issue is related to duplication of jobs, and this is very few.” .
He stressed that "the implementation of this project will enable the state to eliminate aliens and double-salaries, in addition to that the project will contribute to knowing the citizen by his number, not by his name, and thus avoiding the problem of similarity of names that reach the fourth grandfather."
He explained that "this project will prevent issues of corruption, repetition, error and forgery. The job number project will include all employees of state departments at various degrees and levels, and it will give a clear picture of the number of employees, knowledge of the size of future financial expenditures, and knowledge of the competencies and expertise in state institutions."
